Sounds like a driver issue, install the drivers to your motherboard/Ethernet card first I would guess..?

I don't know because I only have the ARC install but I assume that the install you had earlier must have been open to all users and the new requires you to run admin to make changes. Ah off-course I enabled them all and assumed it was the admin one but now that I think about it, it makes sense that it was the user folder that made the difference because then it will not have to ask to elevate to running as admin:)

Turning it completely off may not be advisable for security reasons though if I did not care about the risk I would do it, those prompts are quite annoying..

Or.. you can go to the screenshotsfolder and alter the permissions on it it seemed to work for me it no llonger promts for run admin.

What kind of graphics card slots do you have? If I recall correctly that was around the time when you could get either agp-8 cards or pci-express cards... I might be able to get you an x800xt.
