That's a terrible interpretation. Ideally, we'd earn rep directly for the things we do for marks, such as Tau Dewa Patrol for New Romulus or a Borg STF for Omega, instead of having to do two separate actions.
The rep grind is still awful. Throwing us a bone with the ability to toss alts a booster doesn't fix the fact that we all still have to play the game in order to collect one type of currency that must be paired with other types of currency in order to sit around and wait on a timer every day. I agree. When Blizzard added levels to guilds, progression was achieved for playing the game normally. Leveling an alt in the guild? A portion of your experience contributes to the guild's progression! Running dungeons or raids in guild groups (3+/5 for dungeons, 8+/10 for 10-man groups, etc.)? The guild gets credit!…
The AI is pretty stupid, so of course a situational skill is a bad choice to have on them. Do as suggested and train it out of them. It's a terrific skill to have as a player, though.
With some of my cruisers, I like to swap power settings during combat to heal teammates and/or myself. Why toss out a weak heal when I can make it much stronger? I've kind of always assumed players who don't are really doing it wrong. Why have multiple settings if you don't use them? Batteries and other devices also work…
But the fireworks are both amusing/neat and have a very short activation time without affecting cooldowns. The ground-based party poppers go one for a couple seconds wherein you could be doing something else. Perhaps I should use mine more often in STFs.
I could easily see New Romulus being updated more, Romulans and Remans being an option in the character creator (either as an addition we all get or, much more likely, as new race unlocks in the Z-store), and a Death Knight or Pandaran-like process of leveling a bit to get some background and story relative to New Romulus…

It happens to me with these enemies only, and only if I have one that is using the cloak targeted. If I am targeting something else or nothing, the cloak effect is fine. But if I am trying to shoot them or select them, my FPS dips down until they uncloak or die or I change targets.
I am unable to find your mission in the foundry. Searching on your handle or the mission name yields no results. I did not see it in a scan through [most of] the available missions list. Perhaps it is not actually "published" or whatever and that's why there are no plays?
They all "kind of" work when moving, in my experience, now. The previous ones only offer a brief burst of whichever effect before cutting off, so that's definitely been cut down.
