Partgens don't (or shouldn't, anyway) affect those plasma explosions: they're not classed as exotic damage as they occur on a weapon activation. Take a look at the base damage column, that should give you an idea of what buffs they used to get the number's higher. (And I bet it's APO, APB, APA among other's).

The major cause IS a server-side issue: certain ship traits (predictive algorithms and pedal to the metal for two, possibly other ones) lag everyone if someone has them slotted. That's why the main source of the lag (there's apparently other sources) only affect certain characters all the time.
