This is what I think happened. They needed to monetize so instead of putting new unique drops on Boss Mobs they put all of them in Lockboxes and the rep system. It will be interesting to see if they will respond to this. I know they were not completely sure about the rep system when the implemented it. A year later I think it is time to have this discussion before the rep system is entrenched.

It is is ridiculous that KDF who lack two to three of the setups that the Feds have are slighted again, yet again by being second tier. No 5 tac consoles, no 5 weapon slots, no 4 powers. Why not just give all Feds an extra tac, weapon and power?
They also are no longer applying a DPS buff because it is applying to a no longer existing skill. These consoles are the same as the one's pre Season 6 when they did the skill revamp, they are now useless till they fix them.
