A small subset of the playerbase frequently complains about all things that happen in social zones, including other players standing "too close" or "wearing the wrong uniform". Cryptic is well aware of these complaints and is taking the actions they deem appropriate for the issue.
If all abilities, disco balls, fire extinguishers etc etc were banned and players could only stand in social zones as statues a subset of players would still complain about social zones. I'm sure Cryptic has examined the "problem" and is taking action they feel appropriate.
The Foundry is one the things STO gets "right". Ninety percent of the content is hot garbage, but there are some Foundry missions that are incredibly well done.
