I was about to buy the Guardian and glad I checked out the forums about it first. So is there an official word as to whether this is intended or just a bug? Having T3 heals on a T6 ship is pretty major, especially for a tank ship like this.
I don't think it has to do with the licensing issues you stated. If it was, then the connie itself would not be in the game. Yet both versions, TOS and movie (TMP), are in the game. I think you're reading too much into this. All we know is CBS said no to end-game connie according to Cryptic.

I've seen the quotes regarding CBS and the TOS connie. but I haven't seen anything on the others. I can also kind of understand the Exeter cause it's basically Kirk's newer connie used in the movie, but what about the Excalibur? I've searched around and seen nothing regarding that from either Cryptic or CBS.

No because Cryptic can make money off a segment of the playerbase that they otherwise would not. Seriously, why would they have Odyssey in the cash shop? They can spice up the cash shop version just as they did with the Odyssey.
Already answered. Cash shop ships are account unlocks. Also many players are not in fleets. Cash shop version means more cash for Cryptic and more choices for players.
