The 30 min cooldown in the Beta quadrant is only for the system patrols that reward Romulan rep marks (basically the sectors close to New Romulus). All other system patrols in the Beta Quadrant and all the Alpha quadrant patrols don't have a cooldown : you can only play the patrol mission once per character.
You can only play the patrol missions in the Alpha / Beta Quadrants once per character (except those that give romulan reputation marks as a reward, which can be repeated after a 30-min cooldown) . This is not a rumor. The only way to replay them is to start a new character.
