You have 3 consoles that give you the 3-part bonus. There is no 4-part bonus because the 4th console isn't ingame yet, and may not even be part of the Avenger-line of ships. All we can do is wait and see...

AFAIK, this was never fixed to an account-wide unlock, and left only as character-specific unlocks. Quite annoying!

I would point out that the Bundle Description says to look under "Items > Promotion Unlock Items". I guess we're just too used to seeing things pop up in the "Promotions" tab, where some bundles actually do populate their unlocks. We need some consistency...

Given that Cannons generally do more damage than beams, it makes sense that their boosting skills are for Lt., Lt. Cmdr, and Commander ranks. The Dilithium just goes straight to your Ore balance and doesn't come in a box in your inventory. You should have been able to see it awarded in your chat log, though.
