Your level being 65 doesn't mean you've completed the 'Tutorial' section for that character. For example, a TOS-era character can use the captain-boost from the Z-Store to get to level 65 but until they complete the missions: ...they will still be within the faction 'tutorial' section.
The Latinum Plate material is only usable on the Nagus and Quark Marauders.. That's definitely a shield equipped with a visual overlay. Go to your Ship Equipment interface and right-click the shield to "Disable Visuals". If that doesn't work, there's one equipped in your 'Visuals' tab.
What faction is that particular character? What level? You might need to have fully completed the Tutorial section for that character. If you're anything other than KDF or Starfleet 2409, you may have more missions needing played.
