Grand Nagus Outfits Reclaim Bug

I already submitted this bug in-game and was advised to make a post to increase visibility.

When the Grand Nagus Bundle was released, I claimed it on my main character (a TOS Federation character) and had no problems, she got the ship and outfits just fine. When I went to my other characters to reclaim the outfits from the promo section of the C-Store, I immediately began to experience an unusual bug that prevented me from reclaiming the outfit box on half of my characters, it seemed to primarily affect the ones at max rank (it didn't matter what species, gender or alignment). After clicking "claim", I would get a message telling me "Unable to complete transaction: that item cannot currently be purchased" and the outfits wouldn't be deposited into my inventory. Yet, whenever I would log onto my lower level characters (ranks 35 and below), regardless of alignment, they could each claim the outfits fine and in the case of KDF/Romulan characters, get the appropriate "you don't meet the requirements" for the Ferengi outfits when they were deposited into their inventory.

    Yup! Plenty of room in my inventory and my overflow is empty.

    What faction is that particular character? What level?
    You might need to have fully completed the Tutorial section for that character.
    If you're anything other than KDF or Starfleet 2409, you may have more missions needing played.

    It affects both factions and they're all level 65, so I'm definitely way past the tutorial level. As for the one that was trying to claim it in the picture taken, level 65 TOS Federation. I've created throwaway characters, skipped the tutorial so I can immediately end up at the Academy to test it out and they claimed the outfits fine.

    Addendum:

    Well, the character I was talking about above was able to claim the outfits right now (I test it out every day when I log on) alongside another character. Went to other characters to see if maybe the issue resolved itself, but it persisted on the others.

    Your level being 65 doesn't mean you've completed the 'Tutorial' section for that character.
    For example, a TOS-era character can use the captain-boost from the Z-Store to get to level 65 but until they complete the missions:
    "The Battle of Caleb IV"
    and
    "Welcome to Earth Space Dock"
    ...they will still be within the faction 'tutorial' section.

    Oh... I've never used a Captain boost before. So my TOS character has definitely completed the tutorial levels (and all my other TOS characters would have too since I love those early 23rd century missions) as I played through them all.

    KDF and Romulans can only use the baseball uniforms, the Ferengi duty uniforms are only sized and rigged for the Federation character models (possibly since the Ferengi were not available for the KDF and Romulan factions as player characters so the devs, back when the stuff was made, probably didn't bother making them for non-Fed).

    Oh, that I'm aware of. On the KDF/Romulans characters who could reclaim the outfits, they got the appropriate restrictions message when the outfits were deposited into their inventory after claiming (kinda like how the three TWoK outfit pieces end up in their inventories when reclaiming the New Genesis bundle for the TWoK phaser). A bummer though... but what can you do? *shrug*
