You have to plunk down at least $35. You could plunk down more than that, y'know, for charity. Some folks do. But it's at least $35 to get the BOFFs and all the other things.
There will be an option to send the codes as a gift to a friend via email. Even if you don't use that, there's nothing to stop you from copy-pasting the code to an email yourself and sending it to whoever you wish. Steam games don't get added to your account until you activate the code on your account.

Well, if you're wanting drain beams, there's tetryon, which will strip shields, and dominion polarons which will also strip shields and has a power drain. That being said, any weapon will drain power levels if you're using a Plasmonic Leech console.

The Tal'Shiar use disruptors or Plasma-Disruptors. Romulan Republic uses Romulan Plasma weapons. Now, if you're using one of the Tal'Shiar adapted ships, those use Nanite disruptors. Out of all of them, the Romulan Plasma is probably the easiest/cheapest to acquire.
