You don't. The Nagus was given out by email code to a very few select individuals. No one has a clue how they were chosen, and it caused a lot of flameing here in the forums.
They also gave them out to some winners who submitted an entry in the Star Trek Cruise Giveaway.
Look, eventually when they T6 the D'Kora to add into the Infinity, some variation of the Nagus will be used. It may not be GPL plated and the seating may change but it will be available. As it is, when activating the Battle Module 4000 Console that comes with the Marauder, it states 'Activating D'Kora Battle Mode'. If that isn't a giveaway to being a T6 replacement for the D'Kora I don't know what is.

Yeah, the Nandi. It's a T6 destroyer. From Phoenix boxes now. Sadly, you can't use the Marauder skin on it.
There's also the T5-U Ferengi D'Kora Marauder in the Infinity Lockbox (should be fairly cheap on the Exchange). Not as powerful as the Nagus, though.

You can buy the D'Kora from the Exchange, not sure on current price, which should be lower than usual with the Infinity box finishing up it's round today. Was less than 30 Mil EC last I looked, before the Inifinity arrived.
Unfortunately, no way to buy the Nandi that way, it's either you've already ground for it while that event was running back then, or getting an Epic Phoenix token to trade for a character bound box with a character bound ship inside (no reclaim if through Phoenix).
Yeah, the D'kora is 25-30M, it's a great value. (Same with the Wells Sci ship) Only really expensive thing would be if you get the D'kora is if you feel the NEED to get the console set, then you'll have to get 600 Lobi. Which means lots and lots of lockboxes.
Let's say keys sell for 4.8M each. so 400M EC = ~84 keys.
W/o a sale, 10 keys is 1125 Zen, so 112.5 each.
84 keys = 9450 Zen or $94.50
So yeah, an easy $100 for one ship that gets bound to one toon.
Considering you could very easily use those 84 keys and get no ship, it's kind of a bargain? You don't need to actually sell the keys yourself and bother with the EC cap, someone may take the keys themselves as payment. I've seen people selling ships for keys plenty of times in the Zone chats. Keys as payment seems to be the workaround for needing to handle millions of EC for a trade.

You need to spend a few thousand dollars on the game. That should start the process.
