If you simply want to purchase the reputation space weapons from the rep store, then you need to advance the rep to Tier 4.
In the reputation screen you should be able to see the Tier ranks from I to V for whatever reputation you are looking at. Click on them to see what unlocks when you achieve that tier. Probably the most desirable weapon mods in the rep store are [CrtD]x2 [Dmg]. Note that reputation weapons with an extra proc will only have two mods. For example, in the Counter Command rep, all weapons have a 2.5% of Bio-Molecular Incubation, because of this these weapons will only have two weapon mods.

Buying epic Mk XIV from the C-Store is basically pay to win. If Cryptic wanted to make the game pay to win they could charge $100 per epic weapon (bound to character when equipped) in the Arc Store where the only way to purchase the weapon is via credit card.
The current way of getting epic Mk XIV gear is pretty fair. Spend resources to upgrade. You can either grind to get the resources in the current Dil to C-Store / Dil to C-Store to Exchange models to get resources / EC. Or you can spend real money to buy things in the C-Store to get resources or C-Store to Exchange to get EC.
If you do not agree with the current game model you can always walk away and find a different game that is more to your liking.
Game is pay to win. With real money, u buy zens, and from there u can get, ships, ec, or dilithium... u can buy keys, to open lockbox and get lobi cristals. Through zens, u can get all currency in the game. And how u get zens, $.
Someone just started the game. Can he get all the best stuff right away? Yes, just needs to pour lots of $.
How in the world is that pay to win? That's pay to get stuff. It's not even necessarily the best stuff, as a lot of that is gated behind reputations, which you can only advance by playing the game.
Money isn't the only way to acquire zen. You can exchange dilithium for it. You can do Arc quests for it. STO has to be one of the most generous games I've ever played in that regard.
Even if you could get all the best gear right away, it wouldn't matter if you didn't understand how to use it.

That's one reason why I always build for PVE and hardly ever stick a toe into PVP. Builds can be expensive, and what works in PVE doesn't always work in PVP. Given that I'm more prone to PVE... But even there, if you don't know how to synergize your build, you could very well end up being a detriment to your team. But then, "best" in that environment is a loose term as you can actually do quite well on a budget build without upgrading anything or buying lockbox traits. If you know how to put your build together.

In fairness, that wasn't a response to that particular post. You can't buy Mk XIV weapons from the C-Store. If you could, then the argument could be made for the game moving toward P2W.
That being said, you could make that argument about the tech upgrades you can buy, on occasion, from the c-store as part of certain R&D pack promotions. That's very much P2W, of a sort. But it doesn't happen often enough to really say it's unbalancing to the game.
Edit: Nevermind. It was a response to that post. Still, my point stands. The game isn't P2W. Go play a game that really is P2W and then get back to me.
Edit 2: Just to make my position on this issue clear, a P2W game is one in which, though you might be able to play for free, contains advantages that you can only get by spending real money in the cash shop. That isn't the case in this game. Sure, you can spend real money on things, but you don't have to. There is absolutely nothing in this game, not one ship, not a single weapon or console, nothing, that you can't earn through playing the game. Is it grindy? Depending on what your goal is, what purchase you want to make, yes, it can be grindy. The closest this game actually comes to being Pay to Win is through a lifetime subscription, which gives you certain perks, all up front, for being a subscriber. Yes, there's ships you can only get through the lifetime sub. Those ships are vastly outmatched through ships you can get through the c-store, or your fleet holding, or even some event ships. The biggest advantage you'd have over other players is being able to refine more dilithium per week. That's about it. And if that's too much for you to handle, you might just be playing the wrong game.

It will not happen. Cryptic has devised the crafting and upgrade system to allow players to upgrade their own weapons. If you want Mk XIV weapons then you have two options:
- Upgrade your weapons
- Purchase them from the Exchange.
