There was not a single piece of information in that posting that I liked. This is, for myself at least, as I am not presuming to speak for anyone else, very disappointing news. To each their own of course, although I am already dreading the stupid spam/ship emotes.

I sincerely doubt that. Reaching level sixty, for many players, is a time consuming, drawn-out process; especially from levels fifty to sixty.

Unfortunately fleet uniforms are per-character unlocks, so you will only have them available on those characters with whom you make your purchases with.

When in space (whether within a system or from sector space, or the ship portions of the Dyson Sphere <- it doesn't mater) bring up your "powers" list, which by default, should be the "P" key on your keyboard. I experienced the same problem described here with two of my characters. However, upon purchasing (not renting) a floater jet pack, the quest registered as complete. Hopefully this is of some help, if purchasing a food item does not correct the problem for you, as outlined by, helvetiamatt81. Good luck!
