After patching it no longer reduces cooldown on torpedoes. It states weapon haste not "energy weapon haste" so it should also apply to torpedo cooldown.

The torpedos from it also sometimes bug out and don't reacquire targets if the initial target dies. They are also not getting a speed boost from the Hydra/Swarmer consoles even though it explicitly states that they should.
Notice the hold chance on the Nausican torpedo goes from 20% to 100% under High Yield, hence why I believe the Cryonic proc chance to disable shield/engine under HY is also broken.
Upon further inspection, the reason the Cryonic is broken is because it was copied over from the Nausican torpedo which is also broken under HY1. HY1 example, slight difference is from proc'ing inspirational leader trait. No enhancement:
Damage parsing verifies these results. It is turning the Cryonic torpedo into a destructible but no damage increase under High Yield 1 or Concentrate Firepower.

I can confirm cloaking with it has no effect on the enemies ability to detect you. Whether it's a weak cloak or not working I don't know. I'd rather just have the ability to plant the bombs/charges and no cloak involved, as is you sacrifice having a shield to plant them.
