To my knowledge there are only 3 things that could increase inertia, the Undine rep engines, the new Polaric Modulator (from Delta Flight Episode) and then the movement crusier command. The Engine and the Console boost it by 5 and the Crusier command by 10. Dunno know what else can increase Inertia.

Don't know if it was predetermined or not, but I manged to upgrade my fleet warp core to epic, and it gained a second [w->s] mod. However this second mod is broken as it doesn't add more power to my shields, I had the same shield power level value before and after the upgrade.

Well under specialization, if you have a t6 or 5u. Under pilot, the secondary tree your granted an additional 10% turn rate. Maybe that's it? Because I've noticed my sovereign now drift in turns cause its rate is now too high over its speed.
