Try checking in you're in "combat" space (either when you're in a space mission (say an STF), or orbiting ESD, Deepspace Nine, etc), versus sector space (traveling between systems/sectors).

I believe the explanation a dev gave for the lack of a 10th console slot was that the innate shield drain ability (that does not require any console) behaved like an ability that a console would usually add. Thus, the innate shield drain ability is a 10th console slot in disguise.

I LOVED that game (and its sequels), and would also love to see the devs flying around and helping us out once and a while. Funny thing is, unlike EV, the devs can actually show up "in person" (though apparently they'll never tell us who they are in game - unless it's Branflakes ).

If I could specify the specialization of the doff, then I would consider using this. Until then I will never use this system, not for a random doff. There are simply too many things I can spend dilithium on where I know EXACTLY what I'm getting.

Archoncryptic talks about the new science consoles available at the Romulan Embassy here: Category 3c is where you'll get an extra damage proc if you're already using plasma. I don't think it's quite what you're after, but it's probably the only improvement we'll see at launch.

FYI, Phaser Lotus and Tachyon Inversion Beam each have a 5 minute cool down. You may also want to consider BO2 to quickly open up a hole in the shields and drop in that fancy chroniton disruption device (although Isometric Charge probably does a good job of that too).
