It seems to be sending duplicate messages. One is empty, the other has the item. If you take that item from the 2nd message and delete it, the other goes away. I hope this isn't losing me items as I have had lots of those messages disappear without me explicitly deleting them.

More characters compounds the mail issue. Attachment limits are account wide, not character wide so as you add another character, your overall attachment slot availablity goes down.
