The Miranda revamp has to be the most gorgeous remodel STO has done since the Galaxy-class. I can't wait to see it in-game, and would be extremely grateful if the refit Constitution from the Shatner-era movies could get this kind of treatment as well.

My guess would be either Miami, Florida or Houston, Texas (which would be ironic for me considering I'm originally from Houston). The port calls are on the eastern shores of the respective countries, so it would make more sense to depart from those locations than somewhere on the west coast.

I've been having a similar issue since the 4/12 update; I get to the Cryptic loading screen, the progress bar at the bottom gets about halfway, and the game crashes to desktop.
