remaking race and gender has been discussed, and I believe is technically impossible to do. unless you have a very old toon, or a toon with a lot of promo/lockbox stuff, just re-roll the toon.
sorry to sound negative nancy, but most of your post would not make much if any money, really isn't worth the ROI to build, and for that reason is very unlikely to happen

the wedding event is more for those who want to spend money on it but it a fair point Roleplaying it out can be fun but some couple like something more. {it a way to make profit nothing more]
on the remake it, can be useful say that you played the game and unlock a new race you wanted but you do not want to lose your level or items due to making a new character and redo everything again thst where it come in. { its another way to make profit)

Some of these Ideas were good while others were bad ideas like westmetals stated, left hand or right seems like a cool way to make your character unique, there's never going to be a Tal Shiar faction, but they could at least gave us the complete uniform like what Hakeev and Sela wears, some more casino games could be Russian roulette and Five Finger fillet, which would be popular among KDF races, (EC or Latinium), Romulan Navy Academy should be a thing since players started a thread about adding an academy to new Romulus not as a starting area, the marriage system could work for couples that play together, lumping all federation races together is weird Vulcan marriage is different than human marriage, Vulcans have arranged marriages where they also host duels to the death like Spock's fiancee T'Pring did in the TOS episode Amok Time, just so she could hook up with someone else, as for Hybrid species, you could make one in alien gen just wish we had access to klingon hairs and for head ridges like Ba'el in order to create a proper Chalchaj'qmey (Romulan-Klingon Hybrids).
The timeline would seem to a different temporal era and thus different storyline which will probably never gonna happen, even games with much more resources then STO don't do that because it's simply not worth the effort.
FF14 has marriage system though it's essentially RP only as you don't get any major rewards from it (I mean rewards that would matter for gameplay), so such a system is potentially possible though with variance of customs for Trek races it might end up being too much work.
They don't even have a properly working Dominion faction yet (just Odo's expeditionary force), so expecting more factions is just setting one's self up for disappointment.

To be fair: it is working as designed; a lot of players just disagree with the design.
That is true as far as it goes, they apparently were never interested in doing a Dominion faction at all and only did it so they could hop on the endgame-only player class bandwagon that was supposed to be the way all games were headed (but only was a flash in the pan), and thematically the best for that class would be the Jem'Hadar since they are essentially biotech droids programmed with all the skills they need for combat.
That still does not alter the fact that one of the major non-cardboard-villain factions in Star Trek is still unrepresented.

There's no chance of Cryptic adding a suicide simulator into a game available for teens. An accidentally cut off a finger game seems iffy too. Gambling, drinking booze and committing mass murder are OK though

There's no chance of Cryptic adding a suicide simulator into a game available for teens. An accidentally cut off a finger game seems iffy too. Gambling, drinking booze and committing mass murder are OK though
Well take it up with ESRB Cryptic needs to obey those rules after all, one of the primary reasons while certain things seem to dump the age rating more then they should or not enough is ESRB making up its own rules and those not always being very logical.

your ideas are not bad, but there are still a lot of bugs currently in sto which need to be fixed; and after each patch new bugs are "added" (like the pet dot-23 drone which is bugged). the devs can what they can, and they have to keep their attention on the existing bugs (warp animation to qonos is still bugged even after yok)
While some things I agree with, some of them just aren't possible...even triple A mmos don't have some of the customization you're requesting
I'd like more options for Liberated Borg, but I think that ship sailed the moment they put the Borg equipment that looks better than what the LB player characters have on the lobi store.

Roddenberry wasn't around to put the kibosh on "Vulcan beards" after TNG (and the movie division never actually listened to him much anyway after TMP unless he was ranting about something to the fans which might cause problems at the box office) and people making the later series (and even TOS-Remastered) often didn't do their research to find out why things were done the way they were and what the intentions were.
In this case they didn't bother to find out why Spock had a goatee, they just went "oh, neat, lets use it on all the male mirror Vulcans!", and for Sybok they thought that the actor looked more the part of a charismatic "hippy" profit with a beard and didn't care whether Vulcans could grow them or anything else a penny-ante TV producer said about them even if he did create the fictional world the movie was set in (at the time movie people still looked down their noses on "mere" TV people).
Star Trek has been going for so long it has gotten to be like a game of telephone, errors keep compounding as time goes on because in matters that reach all the way back to TOS (and to some extent even TNG) very few bother to check the original material. Or even when they do they often do it in a very shallow way.
A good example of that shallow research approach is the remastered version of the Fesarius from The Corbomite Maneuver. When the episode was remastered, they apparently never read the original script which clearly described the ship as a cluster of shifting spheres (Balok's pilot ship assembled itself from some of the spheres drawn from the cluster but of course 1960s SFX was not up to the task of showing it so they just had it come around the big cluster already assembled).
Instead they must have heard the story of how the prop was built using a hemispherical light shield with holes punched in it and sliced in half ping pong balls glued to the surface with several colored lights illuminating it from the back and rheostats to pulse the intensity of the lights and jumped to the conclusion that the black hemisphere was the surface of the hull instead of just something to hang the ping pong balls on to make it look "like an invisible fishbowl full of glowing marbles" as one of the descriptions in the script says, and keep the camera from seeing the light stand and wires set up behind it.

they also could add the mobile casion feature.
it be nice if they make a Zen Item where all playable races chould join a each factions. so you can have a Human KDF or a Orion Starfleet officer. I know they have the Alien race, but it limited in so many ways.

And there is no Foundry anymore. The system broke every time they updated the game.

In this case they didn't bother to find out why Spock had a goatee, they just went "oh, neat, lets use it on all the male mirror Vulcans!", and for Sybok they thought that the actor looked more the part of a charismatic "hippy" profit with a beard and didn't care whether Vulcans could grow them or anything else a penny-ante TV producer said about them even if he did create the fictional world the movie was set in (at the time movie people still looked down their noses on "mere" TV people).
Star Trek has been going for so long it has gotten to be like a game of telephone, errors keep compounding as time goes on because in matters that reach all the way back to TOS (and to some extent even TNG) very few bother to check the original material. Or even when they do they often do it in a very shallow way.
A good example of that shallow research approach is the remastered version of the Fesarius from The Corbomite Maneuver. When the episode was remastered, they apparently never read the original script which clearly described the ship as a cluster of shifting spheres (Balok's pilot ship assembled itself from some of the spheres drawn from the cluster but of course 1960s SFX was not up to the task of showing it so they just had it come around the big cluster already assembled).
Instead they must have heard the story of how the prop was built using a hemispherical light shield with holes punched in it and sliced in half ping pong balls glued to the surface with several colored lights illuminating it from the back and rheostats to pulse the intensity of the lights and jumped to the conclusion that the black hemisphere was the surface of the hull instead of just something to hang the ping pong balls on to make it look "like an invisible fishbowl full of glowing marbles" as one of the descriptions in the script says, and keep the camera from seeing the light stand and wires set up behind it.
If they could temporarily merge the servers (which the devs have stated before that they cannot due to small yet important differences between them) there is still the roadblock of the arrangements with the console companies who are dead set on preventing any possibility at all of things getting around their stores.
