It's available all day. It should be quite easy to get your character level up to you can claim it. Unless i am mistaken T4 unlocks at level 40.
This program, though reasonably normal at times, seems to have a strong affinity to classes belonging to the Cat 2.0 program. Questerius 2.7 will break down on occasion, resulting in garbage and nonsense messages whenever it occurs. Usually a hard reboot or pulling the plug solves the problem when that happens.
I think Tier 4 actually unlocks at level 30. T1 is level 1, and you unlock T2 at 10 T3 at 20 T4 at 30, T5 at 40. I'm a bit fuzzy on when T6 opens up. I don't know what level you're at now, but the news post says the ships can be claimed through Monday morning. If your Romulan toon hasn't picked an ally yet, you can claim both ships at once by going KDF-aligned and level up the KDF toon more slowly.
Nice set of ships today and the Ar'Kala is a great complement to the T5 Ar'Kif they gave out before the Winter event.

Unfortunately, you must be at the level the ship is usable at or above to claim it from the C-Store.
dumb question. I claimed sao apulo on all toons but a level 19.. do i have to get her to 30 to claim it? or is it acct unlocked?

Line a pan with the bacon. You can use a glass baking pan, a steel or aluminum baking sheet, or even a cast iron pan. Check out the list of tools we like.
Put the pan into a cold, unheated oven. I use the middle rack.
Set the oven to bake at 400°F (204°C).
Set the timer for 20 minutes. It may take a bit more or less time, depending on your oven. You can calibrate your oven for even better results.
Remove the pan from the oven. Place the bacon on a plate (or a plate lined with a paper towel if you’re grease averse).
Enjoy the best, crispiest, most delicious bacon you’ve ever had.

If your Romulan character is Fed-aligned, you can claim the ship on that one since Tier 1-4 fed c-store ships are usable by Rommies.

I don't recall Cryptic ever using the Ship part of that. Everything I've seen has been Admiralty System. The Ship seems to have been added by some oh-so-clever players to make an oh-so-clever acronym.
This is an MMO, not a Star Trek episode simulator. That would make for a terrible game.
As far as I'm concerned, this whole "Anniversary Give-away" is a pathetic joke!! The fact that after a whole day of not one response from tech support regarding any of the tickets that I have submitted, tells me that they most likely do not have an answer for the people that are not able to take advantage of anymore than the first 2 days of this "giveaway"!!!
Not a bad giveaway choice here! Might just make the battlecloak set something I could see being more interesting to pursue, which I suspect is the motive for this choice of giveaway so only two purchases are needed instead of three.
THANK YOU VERY MUCH for the lovely ships - I had none of them until today. Perhaps I will use the actual ships on a future character, but I REALLY appreciate the Admiralty versions right now, especially my 2 Romulans, who each got 2 cards out of the deal. And I have a couple of experiments to try with the cannons and console. So again, MANY THANKS!

That wording is a bit misleading. There's one T4 gunship free on the market right now for Fed, KDF and Republic. But there is no limit to how many can be claimed...I run 8 toons on my account, and all could claim one.
