What defines that your ship is good? What's the point of having spec points or even a T6 ship, if the content can be done with cheap mirrors? You're demonstrating your power to... moving HP bags. So epic you must be!
Surgical Strikes... well yuk! 50k raw shots to kill 'em down! They're so cool when they explode, my ship is so powerful!
...so you don't mind if I do the same but on your ship from mine? I mean, I'm absolutely sure that the PvErs in here (because the above doesn't apply to pre-DR PvPers that wrote in this thread, aka many) if facing even just my Tempest would cause no harm, while I have fun raising the kill counter.

Hit a wall. Spend 25 specialization points and 150k dilithium to unlock the ability to cross the wall.
spend 300 lobi for the lastest E-peen PvP console to trash the noobs in there first PvP match
spend 100$ for the latest 12 button mouse and create 1 button macro's for a 2 second advantage it getting off the next alpha strike against noobs using their keyboards and mouse

Voted for Exploration Missions, however if you are to introduce a robust exploration system into STO then there needs to a system added for the KDF too. Perhaps an Exploitation System, where you scout sector/quadrant space and pillage resources of various types from unsuspecting planets, colonies, stations, and starships.
I'd be in for a KDF Exploitation/Expansion system.
I strongly suspect exploration = Delta Rising style patrols. Please consider that when you vote.

Fans have been asking for a improved Galaxy class if you would release one with a good bridge officer layout with a LT Com Tac bridge officer slot I think people will stop asking for it. Not to mention a TNG bundle pack to go with it.
Sorry Cryptic but nothing on that list is what needs to be addressed anytime soon IMO.
The choices you provided forced me to pick the least of the evils, here is my order of preference from bad to worst.
1. More Episodes - I only picked this because it is obvious pvp is never going to be dealt with in a timely/effective manner. 2. More PvP Queues - I would love this IF pvp wasn't so broken... it would have been my vote otherwise. As it currently stands it's just a waste of time. 3. Exploration Missions - Since you are making them faction agnostic and I only play KDF, these are going to be useless waste of time for me. The KDF explores to conquer and expand the Empire's power... not meet-n-greet the neighbors. I can't see missions designed for the Federation ever feeling right for my faction no matter how many Qapla's you inject into the dialogue. 4. More Fleet Functionality - Meh, not interested, too many resource/dilithium sinks in the game already. 5. More Foundry Functionality - Meh, not very interested, I've tried some missions that were OK, but no offense many are just lacking.
A better list of things that actually need to be addressed IMO:
1. Fixing bugs & glitches. 2. Do something to entice people to PvP instead of driving them away. Work on balance and rewards so people actually want to participate in it. 3. This game is all about the DPS so no real point in playing anything but a TAC. If all professions to do same level of DPS just in different ways there would be at least some small reason to pick different professions. Toss out the useless outdated trinity junk. TACS already have the super power attack plan Alpha so give the SCI and ENG an Alpha equivalent. TAC alpha works because of superior tactical knowledge, SCI alpha works because of superior knowledge of energy and physics, ENG alpha works because of superior knowledge of how things are built and work. Everyone is happy and useful in STF's. 4. Make a good looking (examples of this include the D7, Vor'Kang, K'tinga, Kamarang) T6 Klingon Science ship. For stats see below. 5. Make a good looking (examples of this include the B'rel, B'Rotlh, Ning'tao, and Haj) T6 Intel Heavy raider. For stats see below.

I think with the system of posting 'top Foundry missions' at a location, if the Foundry functionality allowed better player writing of 'exploration' missions - eg. access to the old Cluster maps, terrain objects, atmospheric effects etc as well as possible 'branching' choice trees (rather than the current system where all choices have different text but lead to the same result in the end) - then two birds could be killed with one stone.
Especially if a system of 'reward rating' was used where every time your location-triggered Foundry mission was played you received 5 dil + 100 EC or something similar - small but encouraging players to put effort into crafting quality Foundry missions.
PvP is (at this point) a non-issue for me... if I do it, it's just for a lark so I don't really care how it works.
Fleet functionality - the only thing I really want to see is the ability to cancel the damn projects that some fool or other insists on slotting.
I can see why this wouldn't work for projects with Mark expenses (because people would fill marks, cancel, re-fill etc) but it should certainly work for projects with only a Dil cost (the worst offenders). Any dil already spent would simply be lost.
It should also be possible to cancel a project that has NO resources or anything put in, as that affects nothing.
And the things not even in the poll?
- QOL improvements, UI improvements
- FIX THE DAMN LOADOUT SYSTEM (and all the other long-standing bugs)
- Please get some real servers, and contract with an ISP who doesn't disconnect your players half a dozen times per day. (No, this isn't my ISP, it's been proven and shown hundreds if not thousands of times that the problem is closer to STO's end).
- Alternatively, fix your network synchronization / client-server handshake code, which may be the actual cause of so many problems that you guys say "doesn't happen internally" but which affects thousands of your players every day.
The problem with basing a vote off of fear, is that it does not typically lead us somewhere we appreciate being later on.
At no point in human history was a decision based on fear and not understanding ever a beneficial one. This translates to video games too.
Regardless of our fears, we should always vote with our heart. If people think the Foundry is the future, please, vote Foundry.
If people think Exploration Missions are the future of STO, make that vote, regardless of your fears and paranoia over how it might be implemented.

I would LIKE to think they could do better, but for right now I think the best bet is the most player-controlled one. If I start seeing consistent bugfixes, no more nerfing, and better-implemented initiatives, that could establish a new track record.

If anything, personally I'd like to see more use of the maps that are already there, i.e. the Bridge and Shuttle maps. I have no idea if that would fall even remotely under any of these items here, maybe Foundry at best, but, God dang it all, I want to simulate a Red Alert on my bridge!
I really think Foundry needs some love though. We've got so much player-made content that has gone so far and is very enjoyable. But the 2D interface and having to constantly jump in and out of "Play Map from Here" can be taxing on one's internet. ;P Something else that would be SUPER awesome is Foundry state loops, for example, being able to repeatedly interact with an object that turns on or turns off a forcefield so you can filter out Undine shapeshifters, and have the mission trigger the changing and resultant combat of the dopplegangers. Imagine what future player-made missions would be like if we had these changes now!
I want to be able to make missions that are like how the story missions are created, especially with some of those dramatic camera angles! Send this communique to the Foundry geeks, Smirk!
Very glad that exploration missions is well in the lead! I just really hope the devs don't spend any time on pvp, they should rather use their time for all the other vote options instead of that! Especially the Foundry should also get some attention!

More PvP Queues: im not sure 'queues' are exactly what i want, or the majority of pvpers for that matter. what i really want is a change to the mechanics, a persistent leaderboard, matchmaking, etc. if like to see fleet territory control, that sort of thing. not just a couple maps added to a broken pvp system.
More Foundry Functionality: i would love to see foundry authors given the tools to make missions that rival cryptic. i trust them to make great kdf-only missions more than anyone...
Exploration Missions: tbh for exploration to matter much to me as kdf, i would need to be able to somehow leverage them to my advantage, which i dont really see happening.
More Episodes: meh. despite what anyone says, episodes arent end-game content. adding a couple here and there between dozens of patrols doesnt change that one bit. your end-game content is pvp, exploration, and foundry, whether you have realised it or not.

PvP is dead and broke by the time it gets fixed there will be nobody left that wants to play it, besides IMHO PvP is not part of Star Trek, but if they do go out and do it then give it your full attention and do it right this time around.
Considering how the last time they polled us, and did absolutely nothing for or about it. (Krenim anyone?) Can we really trust that they wouldn't do this again? Especially considering all the other times they've polled and done something else entirely?
I would enjoy seeing more episodes because to me it seems there is a still ongoing story that has yet to be nearly completed. The story is the one of the Iconians and their presence in the Alpha quadrant. From what I have seen it has been touched on but not quite completed. I personally would enjoy finding out how the Iconian influence is dealt with. Other than more episodes would also mean a larger story to give more depth to he game. Have a good day.
I think some of the recent revamps have been fantastic. Not having to change maps to get to doff missions on the Assignment Chains. Level cap rise. Additional reputation Schools.
I think the Exploration and Fleet Functionality can be molded together, for example, maybe making exploration part of a fleet project for cosmetic modifications to Starbase, Spire etc. instead of straight dilithium. 25% of fleet has made this journey/discovery award/trophy or something.
Maybe find a way to benefit "young" members of fleets. Create a staying bonus, instead of fleet hopping, or an accolade at the least, create a "First 20" accolade/sash or something.
I like the episodes, and the voice actors performances(it's always nice to see/hear old acquaintances/hero(ine)s) are great, one caveat. If you have a toon that has already run the mission, we need an option to skip the video/cutscenes. So first time, run like tv show, second and each time thereafter, option to run. It will cut down on bandwidth, for both of us....Also, consider running new episodes with totally new, non canon content, and new actors-or alternate endings, perhaps tie the rewards with decisions you make in the mission, instead of a selection at the end. Maybe the Mercenary Path, the Honorable Path, or the Path of Power(This should be displayed when interacting with NPCs). Tie these selections with ones level in the Diplo, Trade, Security etc. Just some ideas to breath life into the episodic missions.

I think with the system of posting 'top Foundry missions' at a location, if the Foundry functionality allowed better player writing of 'exploration' missions - eg. access to the old Cluster maps, terrain objects, atmospheric effects etc as well as possible 'branching' choice trees (rather than the current system where all choices have different text but lead to the same result in the end) - then two birds could be killed with one stone.
Especially if a system of 'reward rating' was used where every time your location-triggered Foundry mission was played you received 5 dil + 100 EC or something similar - small but encouraging players to put effort into crafting quality Foundry missions.
PvP is (at this point) a non-issue for me... if I do it, it's just for a lark so I don't really care how it works.
Fleet functionality - the only thing I really want to see is the ability to cancel the damn projects that some fool or other insists on slotting.
I can see why this wouldn't work for projects with Mark expenses (because people would fill marks, cancel, re-fill etc) but it should certainly work for projects with only a Dil cost (the worst offenders). Any dil already spent would simply be lost.
It should also be possible to cancel a project that has NO resources or anything put in, as that affects nothing.
And the things not even in the poll?
- QOL improvements, UI improvements
- FIX THE DAMN LOADOUT SYSTEM (and all the other long-standing bugs)
- Please get some real servers, and contract with an ISP who doesn't disconnect your players half a dozen times per day. (No, this isn't my ISP, it's been proven and shown hundreds if not thousands of times that the problem is closer to STO's end).
- Alternatively, fix your network synchronization / client-server handshake code, which may be the actual cause of so many problems that you guys say "doesn't happen internally" but which affects thousands of your players every day.

Triple A titles should follow this formula too .I mean i play Fallout offline...there should be a server running while i play my singleplayer game.

The difference is we've got something of a track record for Cryptic making a lousy decision and (at least seemingly) using the poor response as a justification later. E.g. the Bortasqu' not selling well because it flew drastically different from anything else in the faction's inventory (not to mention the gimped cloak and shields and ridiculous inertia value) leading to no new KDF ships for over a year.

I would LIKE to think they could do better, but for right now I think the best bet is the most player-controlled one. If I start seeing consistent bugfixes, no more nerfing, and better-implemented initiatives, that could establish a new track record.
But sometimes, you really do have to vote with damage containment in mind, even and especially IRL.

I really think Foundry needs some love though. We've got so much player-made content that has gone so far and is very enjoyable. But the 2D interface and having to constantly jump in and out of "Play Map from Here" can be taxing on one's internet. ;P Something else that would be SUPER awesome is Foundry state loops, for example, being able to repeatedly interact with an object that turns on or turns off a forcefield so you can filter out Undine shapeshifters, and have the mission trigger the changing and resultant combat of the dopplegangers. Imagine what future player-made missions would be like if we had these changes now!
I want to be able to make missions that are like how the story missions are created, especially with some of those dramatic camera angles! Send this communique to the Foundry geeks, Smirk!

More Fleet Functionality: i would love better fleet management tools. better fleetmail (can send mail to certain fleet ranks, send more than one mail a day, etc), better event management, a better fleet ui, better roster management, etc. unfortunately, i fear that the only people that will vote for this are fleet leaders because they are likely the ones that see the current disfunction or the benefits to all that could be had.
More PvP Queues: im not sure 'queues' are exactly what i want, or the majority of pvpers for that matter. what i really want is a change to the mechanics, a persistent leaderboard, matchmaking, etc. if like to see fleet territory control, that sort of thing. not just a couple maps added to a broken pvp system.
More Foundry Functionality: i would love to see foundry authors given the tools to make missions that rival cryptic. i trust them to make great kdf-only missions more than anyone...
Exploration Missions: tbh for exploration to matter much to me as kdf, i would need to be able to somehow leverage them to my advantage, which i dont really see happening.
More Episodes: meh. despite what anyone says, episodes arent end-game content. adding a couple here and there between dozens of patrols doesnt change that one bit. your end-game content is pvp, exploration, and foundry, whether you have realised it or not.

or even put one in game. but once it was done it would not show up again for that account. this can be done as it was done for NW at its launch.
PvP is dead and broke by the time it gets fixed there will be nobody left that wants to play it, besides IMHO PvP is not part of Star Trek, but if they do go out and do it then give it your full attention and do it right this time around.

I think some of the recent revamps have been fantastic. Not having to change maps to get to doff missions on the Assignment Chains. Level cap rise. Additional reputation Schools.
I think the Exploration and Fleet Functionality can be molded together, for example, maybe making exploration part of a fleet project for cosmetic modifications to Starbase, Spire etc. instead of straight dilithium. 25% of fleet has made this journey/discovery award/trophy or something.
Maybe find a way to benefit "young" members of fleets. Create a staying bonus, instead of fleet hopping, or an accolade at the least, create a "First 20" accolade/sash or something.
I like the episodes, and the voice actors performances(it's always nice to see/hear old acquaintances/hero(ine)s) are great, one caveat. If you have a toon that has already run the mission, we need an option to skip the video/cutscenes. So first time, run like tv show, second and each time thereafter, option to run. It will cut down on bandwidth, for both of us....Also, consider running new episodes with totally new, non canon content, and new actors-or alternate endings, perhaps tie the rewards with decisions you make in the mission, instead of a selection at the end. Maybe the Mercenary Path, the Honorable Path, or the Path of Power(This should be displayed when interacting with NPCs). Tie these selections with ones level in the Diplo, Trade, Security etc. Just some ideas to breath life into the episodic missions.
