While there is no scenario, the tommy gun from the phoenix store is available and there is a pinstriped suit available somewhere since I see people using it occasionally. So it is possible to make a captain who comes from Sigma Iotia II. I am not sure if the suit is wearable by boffs (and the Thompson might be "one per character" or something) so an entire "gangster" landing party might not be possible however.

The suit is probably the formal outfit from the C-Store. And no I don't think BOffs can wear it. Also females can't either. They get a formal dress.
