I just rewatched it and Kael said "play as Discovery Klingons" without specifying if they were a demi-faction or not. it's at 34:00.
I know in one of last year's interviews with Andre it was brought up that they'd wanted to do both red and blue version of the Disco starting experience, but didn't have time to do both.

It is not a waste. This forum is just built on 10 years of broken dreams and DPS builds. We do not love single-player gaming--we just added to the ‘Arena of Hostility.”
Of course, many ”new” ideas are: Let’s make “Social spaces” In the genera of “X episode.”
ha...but we have social spaces - the clubwith dance floors, the vets spacial anomaly, risa, and i am sure a few others. funny things is...all are dead (for the most part) on a constant basis except if a feature or event uses those places.
i read the snip someone posted about the weekly ten4ward and there is nothing solid from it. kinda like these forums.
maybe someone else has heard this, but is this going to be pieced throughout the next year or is this going to be a year end data dump for all the new content?
They actually say in the blog for The Year of Klingon that it would be pieced throughout next year like they did with Age of Discovery. That operated under the principle of an an expansion over time. Of course with the COVID-19 pandemic going on that is subject to change if need be.

As long as it is an open demi-faction that can handle all the various Klingon types including the TOS ones (probably via the inclusion of an "alien" option in the character generator) then they are on the right track.
Doing as a very narrow one-race thing like they did with the "Dominion" would not only be relegating it to a niche, it would cause problems down the road if Hetrick is right about the "not all the Klingon houses come from Qo'nos" direction they are taking the Klingon makeups in. The implication when taken with other statements, is that the character generator would fall short if it was not able to handle all the Klingon types from the various shows and movies and more.
The problem could be mitigated a bit by the inclusion of the Orions though since they were seen in DSC as well and they seem to have tighter ties with the DSC Klingons than the TOS ones did, and in the game there seems to be about as many Orion player characters as Klingon anyway.

So in regards to the question of "disco head options or actually a disco kdf min-faction?", I'm definitely going to to say "head optons". A mini-faction would clearly have to include a decentish amount of non-2411 era stuff, and that doesn't seem to jive with their "mission statement".

If it makes you happy than it's not a waste. This is a game after all.
Here's a thought, could a K'vort be possible? BoP light/battlecruiser.
Everything is possible but a K'vort would probably be its own ship rather then a variant BoP since IIRC it's often used for the larger variants of BoP found in some effect shots during TNG and DS9.
If they do make a K'vort (still don't understand the appeal of literally just upscaling a B'Rel and calling it a day), I kinda would prefer them to make a 25th Century ship and give it the K'vort parts as an added bonus. Maybe bundle it with a 25th Century Niagra, and give them both some kind of long range weapon like a long range Tricobalt Torpedo Launcher or something, and a trait that compliments stand off attacks at range rather than getting up close and personal. Maybe it can be called "Give 'em a Broadside" for the Niagra and "Intensify Forward Firepower" for the K'vort.
I was thinking Steamrunner at first but the issue is that the Steamrunner is an Escort in game. Not a cruiser. So I went with a canon Trek design from Wolf 359 that would make a good battlecruiser to act as a counterpart to the 25th Century K'vort.

Steamrunner in the movie was a frigate built with some of the same high weapons density concept of the Defiant so the escort classification fits well enough.
Niagra does seem to be a good match for the K'vort, though another good candidate would be the four-engine Excelsior from the study model before Paramount settled on the final design:

That's only true if the mini-faction was the focus of the expansion-over-time. If the mini-faction is just a tutorial and then "Welcone to 2411" then the majority of the new stuff would be 2411 content.

They added the drops to the Disco Klingons so they have 22nd century equipment and weapons in game for Fed and Kdf now.
They have the ships and the character skins too...I think the Disco tutorial just has a sector and 2-3 mini tutorial episodes before you switch to the regular Fed path. The tutorial is the only thing you need to change for a disco Klingon faction...although 4-5 Full episodes would be nice—I wouldn’t expect it...

I actually like the four engine Excelsior design, that tennis racket looks a lot better than most of the fugly DSC ships for instance. Different people like different things.
I also like the Yeager, it is one of the few kitbashes that actually makes sense (and no, the secondary hull is not a Maquis raider, it is obviously larger, probably the freighter they also used that particular model for for about a second or two of screen time). A lot of the time and expense of making a regular Intrepid is probably the advanced variable geometry warp drive system, bypassing that with more conventional engines and using readily available freighter hulls for the secondary hull probably would save time and money though the ship would loose a lot of its engine performance using a conventional setup.
As for the "toilet brushes" they are a bit ugly, but then again what biotech ship in Trek isn't ugly? They are fun to fly and the Ikabar has a very nice trait.

I now feel the need to point out that the extended Disco tutorial(IE everything past the first mission) is actually playable by everyone, even Jem'hadar.
Mark, you are probably right. I guess because you go to 2-3 systems, warning colonists and picking up boffs, it felt was more involved than other faction tutorials.
It has been a while since I played a tutorial though, so I am likely very mistaken.

Well the characters playing it as part of their tutorial get extras, like those boffs. But other than that? pretty much the same.

This program, though reasonably normal at times, seems to have a strong affinity to classes belonging to the Cat 2.0 program. Questerius 2.7 will break down on occasion, resulting in garbage and nonsense messages whenever it occurs. Usually a hard reboot or pulling the plug solves the problem when that happens.

Well... it is in the middle of the Fed-Klingon War in STO's time period. Starfleet has been known to shoot first when at war. Best examples would be during the Dominion War. Then we do have the Fed-Klingon War in the time of Discovery.

Also it's probable the ship was hunting the Vorcha. IIRC the way it is in the current tutorial, Franklin Drake is the prisoner, and the Fed ship that shoots holes in the Vorcha and your BoP is there to retrieve Drake. So they open fire immediately because they were chasing the Vorcha that transferred Drake to your ship.

This. They may be remastering the tutorial, but I'd be really surprised if they were changing the story that much if at all. I really can't complain much about the KDF story missions as they are. Polishing and bugfixing is great, but I don't think they need to do much with the story. New missions and story would be great of course.

Indeed while Starfleet doesn't like to employ "shoot first" policy most of the time they're not stupid and know there's times when you shoot first and as others have pointed out Starfleet was trying to recue Drake and knew that KDF wouldn't give him back if they just asked nicely.
