Instill feel that DHC should be the property of Battlecruisers, Destroyers, Dreadnoughts, and Escorts, and Raptors.
Let some vessels like this, the Vesta, (not the Nebula) only get DC, but not DHC.
Only some warbirds get DHC, while others DC.
Not sure on raiders, their small size, makes me question if they could produce the power for DHC.
DC are the red headed step child of energy weapons, would like to see a change made in DHC access, to give DC a reason to exist.
raider are built for quick decisive strikes, so big weapon and powerful engines... any power problems would be pay for with weaker shields and little to no armor to have room for a big enough warp core.
and if someone tries to take my DHCs off my kor I would be displeased.
best way to improve dc would be give em 90 degree firing arc a middle ground between cannon wider 180 arc and duel heavys insanily narrow 45 arcs.

so, cloak fixed, hull material added - only thing left is give it cannon capability (that one probably won't be happening, though)
