    Think on Enterprise it was mentioned that they already had some sophisticated recycle techniques in use and that was some hundred years before the Kirk area. I doubt when one can make shoes out of poo poo that water supply is an issue a century later.

    For all we know they just use the Bussard collectors and should find plenty of hydrogen in space to make something out of it.

    In TNG/DS9 we see a Galaxy saucer being assembled planetside, but that makes sense. The saucer is supposed to be able to perform atmospheric flight and landing operations (non canonically but intentionally even land and take off at will to transport large volumes to and from planets, but due to the deadline approaching the model never received the landing gear. I'd wished for it to get added to the CGI model at least)​​
