I'm not sure what all this discussion about warp drives and Klingons being smelly and stupid is about.
It's really simple. Right now, the Federation makes ships that use science magic to murder people. The players of KDF ships are saying "hey, that looks like fun. we need to murder people with science magic too!"
Also, if someone is gonna get murdered with science magic, I think Romulans should be in first place. Those Romulan Senators in Nemesis met a pretty gruesome end. I'm guessing the Federation looked at what happened to the Senators in Nemesis and said "we need all our science ships to do THAT to our enemies!"

All of the above are merely incentives to spend money, they are in no way required to play or enjoy the game. If you don't want to spend for them, don't get them, it isn't like you absolutely must have them in order to play.
If you went back in time to give a cell phone to a caveman, will you jumpstart technological advancement on Earth?
Could that caveman begin to figure out what it does? Could he begin to reproduce it? Could he begin to create the tools necessary to do so? Could he figure out how to set up cell towers and power plants necessary to support it, and all the industry and science those require?
Could a caveman reproduce and operate a cell phone without all the requisite knowledge and background and logistics to support such an invention?
I expect the only answer is a resounding no. He simply doesn't have the scientific knowledge, background, tools, or anything else required to use and understand the device. He needs science, built upon layers of other science to make any use of that technology, and all the other technology that preceeds it. At best he can play angry birds till the battery dies.
Saying the Klingons don't do science strikes me as ignorant of how science is built upon in layers and layers, and without figuring out certain things you can't get to the next step. The Klingons can't maintain and operate warp drives without the knowledge of how to build one, the technological capacity of an industry able to build what is necessary for one, and the understanding of how one operates. Even if they didn't make the breakthrough themselves, they had to have the right level of scientific capacity to do so, or else there is no way they could have started producing them, and making them work.
The Klingons must have science. It must be at least as good if not better than the Federation. It is a necessity for their ships, industry, and infrastructure to work at all. Whether it is an entire side of the Empire we've never seen or something the warriors do when they are bored, it must exist, and not in some lesser capacity.
Of course that is all a tangent to any discussion of KDF science ships. Irrelevant, honestly.
