Did you know that the original ESD had 'Club 47' split off from the 'Ring'? It was, for once, far enough away from the 'Ground' that Local/Emote did not reach there, plus there was another level, a 'Lounge', which was far enough from the 'Club'. Same with Quarks on DS9, in fact, Quarks is fully instanced.
Even with me identifying as 'Roleplayer', I distance myself from 'In Character Only' Zone chat. Far from it, Zone is as random as it can be. Local, on the other hand (limited reach, limited to one instance) is more like the 'Roleplayer chat'.
Considering that I've been here since early beta the answer is "yes"... I know all that...

But I agree with the OP entirely. I cannot abide spending more time than necessary on ESD, no matter how many coats of paint get slapped on it, because Zone and Local chats are filled with mindless idiocy blatantly violating the Terms of Service in multiple ways. Drozana Station mercifully has little of that (once you put a small group of people on ignore, at least), but the dancing griefer ball is constantly used to harass others there. And no, this is not a question of the Straw Man caricature pushed by the griefers in their propaganda efforts to make turds smell like roses. But watch, one of them will hop in here and pull the same asinine stunt again (if they haven't already, I would be very surprised; I haven't read the entire thread yet).

With the option of whitelisting I never see this as a problem. Quite frankly its easy to ignore and I remember much of that in Quarks. My problem will always be with the visual aspects more than the chat. New players can learn to tune that TRIBBLE out and be taught how to whitelist. The party TRIBBLE on the other hand is hard to avoid.
And ESD is underutilized.. It may not seem so.... but pick a number out of the air.. say 700,000 concurrent users connected to the game..
ok.. so how come I usuelly don't see to many more then 8 ESD instances (sometimes more, sometimes less). Umm.. thats a whole lot of players avoiding ESD.
even if its like 5 to 10,000 levelling up a toon fed side on any given day. where are they? They're not at ESD thats for sure or there would be 30 or 40 instances of ESD open.
Now a good many players don't set up tabs on their chat. I personally avoid even that and just have zone chat entirely unselected on all tabs myself. I don't see it doesn't bother me. But for the less knowledgeable, or new user. Welcome to the cesspool kids, hope you brought water, soap and a towel as none will provided. And wear your deep waders, your going to need them.
Just because the behavior is endemic to F2P games doesn't make it any less bad. P2P games have an form of contract with their players.. they pretty much have to police in game. F2P don't and the difference in attitudes is real obvious.
But it should be noted that STO has subscription and a monthly pay that adds some perks, assuming one doesn't go whole hog to holler and pop for a life time sub. There's no notable restrictions to F2P accounts. But monthly subscribers or LTM players have reason to believe it should be better.
Still, basic statement applies. Police the games primary social hubs and more players will use them. Don't and two months after the new ESD goes live ESD will be just as under utilized as now. And with the new "open" design. I suspect once the new wears off... there may be even less people using it.
I used to be on WoW, and their social areas was horrible. So I usually close the chat windows even on there. So I don't expect this game to be better. So I close it on this one too. You will get that on every game.
Now do I avoid these areas, no. Cause I still go there for business if I'm in the area. For example, my Romulan is in the Romulan sector now doing the Rep. I have no reason to fly to ESD, DS9, or K7 since that is so far out of the way. When New Romulas has all I need. So I stay there. Now when my Romulan was farming Dil in the Deferia sector. I was at DS9 all the time unloading supplies and getting supplies. I visited the bar often for a chat with the others there. And to put in orders for my supplies with the bar tenders. Which is what I do when I RP.

I haven't played SWTOR but if it does have strict GMs that enforce rules then maybe I will try it.
The only time when I got annoyed in ESD was when the same person asked me to join their fleet 3 times in 2 minutes. I don't think there are many toons in that section of ESD and I don't think I was running back and forth either. May he was running back and forth and probably didn't realize he had asked me if I wanted to join his stupid fleet.
I ignore / minimize the chat screen... what can I say? I'm anti-social...
The disco balls haven't really annoy me yet. I find them amusing... I am usually focused on doing other things like selling, buying, queuing up the PvE mission, reviewing my DOffs, etc. Or I am doing research on non-STO related things on the laptop next to me.

How you know what is spam?Please define spam because Ive seen "smart people" who reported people for trying to sell something in chat.How is that spam ...how you know I don't want to buy that thing.
You realize if the game had strict GMs just how strictly moderated roleplay would be? Not to mention how quickly your own perverse and obscene behaviour would fall under the spotlight? Perhaps all of your forum spam containing directed insults at other players not conforming to your ideals?
Perhaps you should take a moment to reflect on that, however I more expect you to once against expect the world to turn the way you want it to.
not sure what your idea of busy is but ESD, Qo'nos and DS9 are always busy when I go there. And if your character dancing on your own when the disco ball goes off annoys you your have a low tolerance threshold. Granted that does kinda ruin the immersion for the RP'ers but oh well. It's a game have fun how you want to as long as no one loses an eye. (or is racially slurred in the process. I too close zone chat on all the social zones.)

You make some good points. In the past, I've avoided ESD for two reasons:
1. I had a lousy computer, and all the maps were slow to load because there were so many players.
Exactly why I rarely go to ESD. It's a deathtrap for my computer.

In general I prefer to station my toons at forward bases, just to avoid ESD zone chat. In fact I would never go to ESD at all if I wasnt required to for BOFF training and medical services. My #1 wish for ESD revamp is that they add BOFF trainers and doctors to the OTHER bases!
I agree with you here, but more due to the tedium of transwarping to ESD whenever I need to retrain a boff and the general dullness of ESD in it's current form.
The semi-racist political arguements of ESD zone are more of comedy value than anything.
However it's currently undergoing an overhaul making it a far more interesting place scenery wise.
Also doctors are on every station: K-7 has one down the elevator in the bar, DS9 near the exchange, Sierra 39 has one as well though I forgot where as that place truely is terribly dull.

or... be able to use your own ship's sickbay to heal injuries, like in the show
and use your ship's holodeck for boff training, like in the show

Well I'm sorry that I have only spent $500 in the two years I have been here. Can that get you a better computer than I have now? Of course not, since I'm the one with a $600 laptop which can run most games smoothly... but not this one.
It's poor design work on Cryptic's part. If they actually took advantage of automatically assigning a lower numberr of players in an instance, AND allowing players to create their own private instances of unlimited numbers of players, that would alleviate a lot of the issues with roleplayers, regular players and trolls.

Players avoiding public social zones.. they're under utilized.. Right. The Studio's and it's policies have allowed the games social zones to deteriorate into a unfriendly if not hostile social environment.
That's the real reason so many players avoid the games social hubs. Terk fans are not as a rule stupid people. I don't care how pretty you make ESD, or any of the other social hubs of the game. As long as the studio refuses to address or police certain disruptive activity (such as party amp bombing) the majority of players will continue to avoid these zones other then when they absolutely have to go to them. It this studio will not address the root issue that is the cause of this avoidance, then players will continue to not chose to expose themselves to a percieved hostile social environment. Note the word "percieved"
The games GMs are going to have to start giving disruptive players the chop (time outs, 24 hour bans etc, closing accounts as a last resort,) and perception will change. It won't happen over night, but it will happen. It'll never be perfect, but unless the studio addresses this as a real issue, it's not going to change. That is the only way the above mentioned perception is going to change.
It's not the architecture, layout, or utility of the zones that's causing the under utilization of the social zones. It is the "feel" of the environment caused by the activities of a minority of the player base. This is why shopping malls have security guards, or a visible police presence and bars,clubs and dance venues have bouncers.
I'n a month or so... When the new ESD goes live.. I will be happy to show proof that I am correct by encouraging net radio station DJ's to take their shows BACK to ESD. I can absolutely guarantee you that when the party bombers follow, and they will, just like flies to ****, the player pop in what will be a more open and visible ESD virtual space will drop like a rock, and will likely be even lower then it is now. It wont be the DJ's fault, or the fault of the dance party crowd. It'll be the fault of the prankers'/ trollers'/ griefers' that are creating a negative social environment. People will flee the zone to avoid the party amp bombing that will happen. And of course...THEY will point at the dance party types and say its "Their" fault..

The studio put these things in game.. didn't test em right.. didn't try to find out if there really were working as intended by the wording of the tool tip. you say gotta a million users?.. Be thankfull that those million users aren't all using them. Prolly lock up your servers just keeping track of them all. And party poppers were mearly irritating..those party amps are far worse))
Want to increase social zone use? Then POLICE them! So players feel safe an un harassed visiting them. Other wise its not going to change no matter what you do.

All in all, social zone items do not stop you playing the game, I personally hate the disco balls, but they do not stop me doing what I want to do in the game and they are fun for others.
As for zone chat, I had mine closed for 2 years... if zone chat upsets you, don't use it (d'uh).

I would take that option thing is it would be good for Cryptic if resources are shared on the server level. The less of the clients that have to process the garbage are overall a good move for the network. The server is already down and I am wondering how many balloon hats were responsible for helping it.

Either turn off zone chat, or put zone chat into a separate chat window tab.
I separate my chat into 5 tabs - Fleet, Fleet cross channel, Team, Tell and Zone
Guess which one is active 99.99% of the time? yup that's right, fleet chat. I don't need to see what moronic things are being posted in zone unless I decide to actually watch it. Its not hard to set up chat in this way.
Party amps and balloons don't bother me in the slightest, sometimes I will join in, other times I just ignore, they in no way prevent me from doing what I went to ESD to do
I shouldn't have to turn off Zone/Local in order to accommodate those who are violating the PWE Terms of Service, especially when this nonsense only happens in certain areas. I am expected to limit my options because some microbrain is spewing racial slurs, homophobic hate speech, sexist "humor"? No. PWE should step up to the plate and mete out justice.
Whether it bothers you or not is not the question. There are plenty of things the trolls do in an effort to annoy other players that don't phase me one bit. Most of the time the dancing griefer ball doesn't bother me. However, the dancing griefer ball stops the Nerve Tonic dance and forces the person doing it into the dance mix. Go check the price of a Nerve Tonic on the Exchange. Time how long it takes to get one from the mission. Try to get another while you already have one (whether from the mission or the Exchange). There are ways to get around the "one at a time per character," limit, but that's not the point. The point is that these jerks pretend to be morally outraged over an ancient art form so that they can "justify" their harassment. Have they ever watched TOS? Star Trek was not written to entertain puritans (or pseudo-puritans), neurotics, or bigots.
Sure, I can get foundry missions to do the dance, but they only work in certain places (and those places are ironically open to those who will toss a snowball or unleash a dancing griefer ball because they wish to annoy others.)
Someone else said that f2p games cannot manage this sort of rule enforcement; that is simply not true. I've seen other companies deal with things of this nature rather swiftly.
Another is accusing those who disapprove of hate speech and bigoted slurs of being "antisocial sociopaths"! Of course, he probably intends that as a dig at people who dislike him and his pals tossing the dancing griefer ball and such things at them, because it would ruin the "fun" of players with DPD whose only reply to past/current abuse is to react irrationally (rather than respond rationally) by perpetuating the cycle in any way they can, taking out their frustrations on people who had/have nothing to do with it by intentionally exerting themselves in efforts to annoy those other people -- and yet it's those people who are being targeted for harassment who are now "antisocial sociopaths"? Actually that can buy you a decent desktop PC more than adequate to run this game on high if you invest wisely and take the time to look where you are going to purchase from. Research pays off.
As to the rest of that, it sounds more like your issue lies with being antisocial than with technical difficulties.
I should have stated, "not enough to buy me a decent computer in Canada". Future Shop is ridiculously overpriced, and that's the only computer store in my hometown. Shipping isn't an option either. At the time I bought my laptop, it was the best one they had for the amount of money I could afford to pay.
And the "rest of that" is wise information that Cryptic should be taking into serious consideration for all major social zones. Since the "party ball trolling" is an issue to roleplayers, as is the limit of players one can have on any given instance, that suggestion alleviates those problems - and also helps others who are bogged down by a combination of overly large maps and too many players on one instance.

It won't be a problem for me and most others because we don't violate them so who cares if the few people that derive enjoyment from spamming and annoying others get banned, big loss.
I haven't played SWTOR but if it does have strict GMs that enforce rules then maybe I will try it.

The disco balls haven't really annoy me yet. I find them amusing... I am usually focused on doing other things like selling, buying, queuing up the PvE mission, reviewing my DOffs, etc. Or I am doing research on non-STO related things on the laptop next to me.

I agree with you here, but more due to the tedium of transwarping to ESD whenever I need to retrain a boff and the general dullness of ESD in it's current form.
The semi-racist political arguements of ESD zone are more of comedy value than anything.
However it's currently undergoing an overhaul making it a far more interesting place scenery wise.
Also doctors are on every station: K-7 has one down the elevator in the bar, DS9 near the exchange, Sierra 39 has one as well though I forgot where as that place truely is terribly dull.
EDIT: In reply to the huge amount of whining related to "Disco/ESD/anything makes me lag so badly!", this is seriously a fault of your own making in using really cheap or outdated machines to play the game. Instead of investing money in pointless amounts of zen at each new ship or to earn EC, take the time to start building up savings and buy a decent computer.
or... be able to use your own ship's sickbay to heal injuries, like in the show

Well I'm sorry that I have only spent $500 in the two years I have been here. Can that get you a better computer than I have now? Of course not, since I'm the one with a $600 laptop which can run most games smoothly... but not this one.
It's poor design work on Cryptic's part. If they actually took advantage of automatically assigning a lower numberr of players in an instance, AND allowing players to create their own private instances of unlimited numbers of players, that would alleviate a lot of the issues with roleplayers, regular players and trolls.

not this time.They now want the new esd to be a roleplayer place so everyone else has to be banned.
There is so much wrong with this, I'm struggling with where to start.

"unfriendly if not hostile social environment." - So random people expressing their opinions (or telling bad Gorn jokes) you define as "hostile".... if you are really that sensitive, you should not be in an MMO (in my opinion).
"That's the real reason so many players avoid the games social hubs." - unless you have proof of this, this is an opinion not a fact - people avoid social zones for "personal" reasons, don't try and pass your opinion off as if you are some mighty warrior of truth, when you have no clue.
"the majority of players will....." - I'm part of the majority and I don't recall giving you permission to speak for me, as far as I am aware, I speak for myself. And as I do not see any form of proof you speak for other players - you act on your own.

I know, I own the first one created (so do many other LTS people who post on the forums) and used it the day it came out.... but please, carry on trying to feel self important - it's quite amusing.
"So players feel safe an un harassed visiting them" - feel safe? you're in a fake world, with a fake person, in a fake environment, sitting in your own home (or your "moms" basement - I wont judge) - if you don't feel safe here - you, never, will!
All in all, social zone items do not stop you playing the game, I personally hate the disco balls, but they do not stop me doing what I want to do in the game and they are fun for others.
As for zone chat, I had mine closed for 2 years... if zone chat upsets you, don't use it (d'uh).

I would take that option thing is it would be good for Cryptic if resources are shared on the server level. The less of the clients that have to process the garbage are overall a good move for the network. The server is already down and I am wondering how many balloon hats were responsible for helping it.
I shouldn't have to turn off Zone/Local in order to accommodate those who are violating the PWE Terms of Service, especially when this nonsense only happens in certain areas. I am expected to limit my options because some microbrain is spewing racial slurs, homophobic hate speech, sexist "humor"? No. PWE should step up to the plate and mete out justice.
Whether it bothers you or not is not the question. There are plenty of things the trolls do in an effort to annoy other players that don't phase me one bit. Most of the time the dancing griefer ball doesn't bother me. However, the dancing griefer ball stops the Nerve Tonic dance and forces the person doing it into the dance mix. Go check the price of a Nerve Tonic on the Exchange. Time how long it takes to get one from the mission. Try to get another while you already have one (whether from the mission or the Exchange). There are ways to get around the "one at a time per character," limit, but that's not the point. The point is that these jerks pretend to be morally outraged over an ancient art form so that they can "justify" their harassment. Have they ever watched TOS? Star Trek was not written to entertain puritans (or pseudo-puritans), neurotics, or bigots.
Sure, I can get foundry missions to do the dance, but they only work in certain places (and those places are ironically open to those who will toss a snowball or unleash a dancing griefer ball because they wish to annoy others.)
Someone else said that f2p games cannot manage this sort of rule enforcement; that is simply not true. I've seen other companies deal with things of this nature rather swiftly.
Another is accusing those who disapprove of hate speech and bigoted slurs of being "antisocial sociopaths"! Of course, he probably intends that as a dig at people who dislike him and his pals tossing the dancing griefer ball and such things at them, because it would ruin the "fun" of players with DPD whose only reply to past/current abuse is to react irrationally (rather than respond rationally) by perpetuating the cycle in any way they can, taking out their frustrations on people who had/have nothing to do with it by intentionally exerting themselves in efforts to annoy those other people -- and yet it's those people who are being targeted for harassment who are now "antisocial sociopaths"? That's rich.
Actually that can buy you a decent desktop PC more than adequate to run this game on high if you invest wisely and take the time to look where you are going to purchase from. Research pays off.
As to the rest of that, it sounds more like your issue lies with being antisocial than with technical difficulties.
Oh don't feel bad about it at all. At least you weren't asked by another forum user here to search through 628 pages (6278 posts) to find one piece of information that he already knows where it is, but refuses to link it. :P

I should have stated, "not enough to buy me a decent computer in Canada". Future Shop is ridiculously overpriced, and that's the only computer store in my hometown. Shipping isn't an option either. At the time I bought my laptop, it was the best one they had for the amount of money I could afford to pay.
And the "rest of that" is wise information that Cryptic should be taking into serious consideration for all major social zones. Since the "party ball trolling" is an issue to roleplayers, as is the limit of players one can have on any given instance, that suggestion alleviates those problems - and also helps others who are bogged down by a combination of overly large maps and too many players on one instance.
