I just want to know what on Earth made Cryptic think that what we needed were more placates/confuses/placate-confuses. It's already impossible to target some players for more than a second or two.
I totally agree with you. Some people are nearly untargetable as it is and it's not like placates actually work in PvE.
It feels like there's two STO dev teams. The ones the design the game and the ones that do the lock boxes. Unfortunately they don't seem to communicate to each other...
I am hoping that the scramble will depend on Countermeasures skill. CMS is a T5 skill that only affects Jam and Scramble, so it needs more stuff.
All these will do is allow escape time nothing drastic but it will make vapers harder to catch and kill, it seems it could make the KDF escorts more viable.
I am looking at making a modified vaper build with a raptor and CTBM. and complete borg set to get the borg tractor. Throw in the hirogen console the craptor will be a more nimble ship for a a small window.
Hey I Used to be Captain Data, well I guess I still am in game but the account link really screwed everything up
Scramble/Confuse is not placate. In fact, in most situations, you can continue firing at the same enemy target even though it shows up on your screen as a "bluish" friend as opposed to a foe. The only danger is if you use heals at that moment, you risk healing your enemy instead. For most Escorts using DHC, being confused doesn't prevent you from continuing firing at your already selected enemy. Scramble/Confuse is more useful against FAW spamming cruisers when it has friends nearby. On its own or in a 1 vs 1 situation, scramble is as useless as it can be. Scramble Sensors as a boff power is usually paired with Seggis for a minor Subnuke effect. This Torpedo based scramble proc without Seggis is not going to be terribly useful.
There is already a significant amount of Scramble/Confuse with the Elite Romulan drone pets. The fact these Torpedo may cause confuse is not concerning from my point of view. Just set your auto attack to "Cancel on Target Change" and you'll be good to go.

Most vapers today are Romulan, whatever faction it may be. The so called KDF escorts - I haven't seen any viable ones lately mainly because Feds can catch most of these 2nd tier cloaked ships so easily with Sensor Scan + EPTA + TDF + JH Deflector XII. In fact, I love fighting those KDF with battlecloaks because when they are being fired upon, their shields don't go up so they are guaranteed to be star dust in seconds.
I am looking at making a modified vaper build with a raptor and CTBM. and complete borg set to get the borg tractor. Throw in the hirogen console the craptor will be a more nimble ship for a a small window.
Most vapers also don't use torpedo as the vast majority of them use an all-energy set up using a combination of CRF and/or BO. On the other hand, many people also carry Science Team or even more carry Keel'el the WCE doff, who will immediately cleanse the confuse effect. Some Klinks have been using Jam Sensors in Kerrat for both ambushes and escapes and Jam Sensors is far more effective than Scramble because with the latter you can still see your target even if it may appear as a bluish friend on sensor. I am not convinced this will be effective at all against a skilled PvPer who will simply pursue you regardless.

I have run some preliminaries, but with the romulan T5 rep "cloak", plus the rep placate power, and throw in the hirogen sets I think it will be more difficult. Anyone running a cloak should be at high aux until ready to decloak.
Hey I Used to be Captain Data, well I guess I still am in game but the account link really screwed everything up
Yes, the trait that buffs torps confuses, it doesn't placate.
The Apex console however, placates.
Both are coming out in this lockbox.
<<The Apex comes pre-equipped with a Photonic Decoy Swarm universal console. This console represents the cunning adaptations the Hirogen have made to the holographic technology first gifted to them by Captain Janeway as a gesture of peace. The Hirogen have adapted that gift into hundreds of different uses, including using it to generate these Decoy Swarms. Aside from calling in photonic duplicates to attack nearby enemies, these Decoys also generate photonic emissions that interfere with targeting computers of nearby enemy vessels, scrambling their ability to hold a target lock for more than a few seconds amid the chaos. They have also fitted the Decoy Emitters with stealth technology and massive explosive charges, allowing this tactic to be used as a defensive distraction and a devastating weapon simultaneously.>>
I don't know, any console with 3 minute CD is a poor investment, more often than not. It sounds useful on paper but I am sure PvPers will adapt quickly, just as nobody in their sound mind will fall for the Hirogen false loot trap. It seems to me these swarms will be clear easily with either of :
1) GW or Gravimetric Torp
2) Torpedo Spread III
3) Bio-Nuclear warhead's auto-defense turret
4) Point Defense System
5) Cascading Tetryon / Isometric Charge
6) BFAW / Cannon Scatter Volley
7) Tractor Beam Repulsors
Any combination of the above mentioned skills or abilities will easily counter this new toy console. As for stealth or signature masking that are all over this lock box, my Fed-Romulan who is a known snopper in Kerrat just find this to be very boring. I mean, even those Klinks using Photonic Displacement where they are immediately masked and launched a photonic decoy during their escape can be easily spotted using a mere Sensor Scan, the minimal stealth these Hirogen toys will have will be good for laughs only, seriously.
By themselves, maybe, but stacked with T4 Rom Placate, SS, AMS, KHG/Adapted MACO, Pets with Scrambles, Jam Sensors, Singularity Perception Debuffs, Subspace integration circuit, Subspace Jump, etc... well, I might start wearing out my Tab button faster than my spacebar lol

The Romulan T5 Quantum Manipulation "cloak" has a 10-15 minutes CD. It's good during crunch time, I mean real serious crunch time. Other than that, the super long CD is just not very useful. You are better off Impulse Burst away then cloak.
KDF can run their Aux to 130 or still their heart content and it still wouldn't matter an iota in the face of Fed cloak detection technologies. BoP are such easy targets these days in Kerrat, I am worried they will go extinct. I mean BoP have so little hull to begin with and their battlecloaks don't drop when detected or attacked and a BoP will intuitively keep their cloak no matter what thinking they can get away by staying cloaked except they don't know their cloak is what kills them. My SDR is in fact lower these days as I removed the Sensor Probes consoles for more offensive oriented consoles, even then my SDR is still well over 1300+. I have seen Fed. Nebula with SDR over 1700+ and when a Nebula is nearby, I go into a full scan, the Nebula then bounce TDG off my ship, in addition to my own TDF, the cloaked Klinks just became dead fish trapped in a net because every Fed ship within 15KM radius will see the cloaked Klinks nearby and blasted the hell out of them.
It's probably worth reminding some people that there is a placate immunity lockout time.
Dunno if there is a confuse immunity but it won't be any worse than the current rom T4 placate, the only difference will be that anyone can keep placates at the lockout timer.

You raise a good point. Cheesefest is always a concern. Then again, even the cheesiest of all can't possibly apply all of the above at once. Let's see :
1) T4 Rom Placate : Solution = Vape your target, don't give it a chance to shoot you = no possibly of T4 Rom proc
2) SS : Solution : Turn on your ST, you are immune to it for 5 sec so if you pre-buff, the SS will hit as nothing happened at all or cleanse with Keel'el, the WCE
3) AMS : Solution : Can be cleared immediately with ST or Keel'el using a EPtX
4) Adapted MACO Shield : Solution : Switch your attacks from Energy to Kinetic, use Burst over Pressure damage.
5) Pets with Scrambles : Solution : Pre-emptively use ST or kill the pets first or just ignore them since they confuse, not placate
6) Jam Sensors : Turn on your ST, you are immune to it for 5 sec so if you pre-buff, the JS will hit as nothing happened at all or cleanse with Keel'el, the WCE
7) Singularity Perception Debuffs : Solution : Don't fly into the singularity, the singularity doesn't chase you
8) Subspace Rupture : Solution : Evasive Maneuver / Speed Burst out of it or Singularity Jump or Subspace jump out of it
9) Subspace Jump : Solution : Torpedos will chase the ship who subspace jump and blow that target up

I never said it was an easy build but. With the Bboff layout of some of the KDF ships it can be a notch below the rommie. People complain the Rommies are OP this or OP that but use the same reasons on why the Rommies are OP and other builds will not be as good. I have seen some good defiant vaper builds in kerrat, if it can be done with a defiant it should be doable in a Qin Raptor.
SO how has your team make up worked in a real premade vs premade PvP battle or is this a Ker'rat anecdote.
Hey I Used to be Captain Data, well I guess I still am in game but the account link really screwed everything up
Astrometrics Scientist (Space)
FED = Idrik // KDF = Tijanarr Ability: Activating Subnucleonic Beam has a chance to knock the target's Impulse Engines Offline for a short amount of time. Tooltip: 20% chance: Impulse Offline for 2.5 sec
Details:
* The chance to proc is only on the initial pulse of this ability, not each tick of its duration.
* Offline duration can be increased by increasing your "Subspace Decompiler" space skill (~3.75sec @ 99 Skill)
* In PvP, the Offline duration can be resisted via the "Subsystem Repair" space skill
as soon as i saw it was effecting nuk, i was ready to do a table flip, but that doesnt sound to bad. that will make a nuke hurt a bit more at its initial aplication, and if there is a coordinated attack the victim will have a pretty large defense penalty too. on a sci/escort, i think this would be a great doff
Gravimetric Scientist (Space)
FED = Darrak // KDF = Rajarr Ability: Having this officer equipped will vastly increase the strength of the Repel from your Photonic Shockwave, at the price of no longer being able to Disable enemies it affects. Tooltip: 2x Repel, but removes Disable
Details:
* This Doff doubles the Repel value after your "Graviton Generators" space skill is calculated, thereby also doubling the bonus you receive from said skill.
* The Disable duration is completely negated by this Doff - it will not affect enemies hit by the ability at all, even for a brief instant.
* In PvP, the "Intertial Dampers" space skill will reduce the Repel magnitude.
LOL, this sounds even more fun then the TBR pull doff. imagine this stacked with the aftershock boff.
Matter-Antimatter Specialist (Space)
FED = Tanakarr // KDF = Tudanak Ability: Aceton Beam has a chance with each tick to knock the target's Weapons Offline for 1 second. Tooltip: Every 1 sec while Aceton Beam is active, 20% chance: set Weapons Offline for 1 second.
Details:
* The chance to activate is checked every tick while Aceton Beam is active. In an extremely rare edge-case this could mean knocking the enemy's weapons offline for up to 30 seconds, by getting exceedingly lucky with every single tick.
* The duration of the Offline cannot be increased by the user.
* In PvP, the "Subsytem Repair" space skill will decrease the Offline duration. However, since the duration is only 1 second, this won't be very noticeable even with very high skill.
* Also in PvP, the debuff can be cleansed using Hazard Emitters (also clears Aceton Beam debuff).
this should have been more like the initial functionality of the skill to be honest. this skill unfortunately is just killed by HE, and the fact that its a high end eng skill. should really start at ENS, or be a sc skill imo.
Armory Officer (Space)
FED = Dijak // KDF = Kijran Ability: Chance to launch a Tethered Quantum Mine when activating any Mine Dispersal Pattern ability. This projectile will follow your ship for up to 60 seconds, or until it finds a nearby target to collide with. This mine deals the same approximate damage as a standard Quantum Mine. There is no limit to the number of Tethered Quantum Mines you may have active via this Duty Officer. Tooltip: 20% chance: Summon a Tethered Quantum Mine
Details:
* The mine created by this Doff is exactly the same as those launched by the set weapon introduced in the Lobi Store. Their behavior and damage is identical, though the weapon launches more of them at once.
* This Doff checks its chance to trigger at the moment the Dispersal Pattern is activated, not when your Mine weapon(s) are fired. It does not interfere with Dispersal Patterns.
* Tethered Quantum Mines will follow their owner even at high speeds, but may have difficulty locking onto enemy targets if their owner is traveling too quickly.
* If their owner enters any form of Stealth (Cloak, MES, etc), the tether will disengage and the mine will immediately revert to acting like a standard Quantum Mine.
im surprised your having a doff replicate an exclusive... was it lobi or just lockbox... weapon. thats cool, mines could use all the help they can get. this could help mitigate incoming FAW damage lol.
Shield Distribution Officer (Space)
FED = Doranj // KDF = Kadij Ability: While this officer is on duty, activating Brace for Impact improves the functionality of your Ramming Speed. Your Turn Rate is increased, and you become Immune to any self-inflicted damage as a result of ramming a target. (NOTE: The Turn Rate Bonus will stack with multiple copies of this officer on Active Duty.) Tooltip: While Brace for Impact is active: +100% Turn Rate on Ramming Speed, Immune to Self-Damage from Ramming
Details:
* Yes, you can get up to +300% Turn Rate if you equip 3 of these.
* Remember that Ramming Speed requires you to be <=50% Hull in order to activate and only lasts about 4 seconds. So hit Brace For Impact (30sec duration) well beforehand. The Turn Rate bonus this Doff gives is intended to help you line up your Ramming run.
wait, not only is it a turn buff, but you take no self inflicted damage, as in you arent hurt by the ram? WHAT?
Here are the ships stats. http://sto.perfectworld.com/blog/?p=1086941
I don't really like the 5th eng console on the Apex, especially since its boff layout lends itself to be used as a sci heavy battlecruiser it should have 1 less eng and 1 more sci console so I guess I can use my lobi for something else.
Hirogen escort layout is meh for tac, bad for sci, but good for engi captain. Take the console either way.
Hirogen battle cruiser looks like a cousin of the Fleet D'Deridex, at least the BOFFs can be setup the same at any rate. Slightly better default turning and more power and cruiser commands, but its missing the battlecloak and cloaked turning and singularity powers. Could be a real beast of a ship, or it could be a dog. Worth 800 lobi? Maybe... D'D is an awesome ship... but if I had 800 lobi I'd probably buy a different ship.edit--Nevermind!
Mirror Heavy Cruiser is a clone of the Ambassador, except +1 turn and -1 hit-point scale, while the Mirror Negh'var is a clone of the Kamarag, except -1 turn and +1 hit-point scale. At least they are 3/3/3 console so -1 engi and +1 sci from the originals. Glad to see these actually, as the Ambassador and Kamarag Retrofits are not availble, so a lockbox verison of the ships will be helpful going forward.
Mirror Dhelan is an engi-specific version of the ship. A single Ensign sci and no uni, DO NOT REMOVE FROM PLAYGROUND.
first, that escort is basically a vet ship with the turn rate of the defiant. this is the best AtB escort so far
the cruiser, now thats an interesting setup. i had a feeling duel LTC stations would happen. its got the COM eng, LTC tac and ENS sci built in, and an LTC and ENS uni to plug and play! god, you could even make a good healer out of it, this would be like the perfect DPS/healer eng cap cruiser or something. if it had a 4th tac console, id proboly crown it best cruiser beam boat. its turn rate will only really let it be that im afraid, though you could put 5 turn consoles on it. seems like the escort sucked all the turn rate up between the 2.
those mirror ships just make me happy. the Cheyenne is an anniversary ambassador on the cheap, same with that neghvar to the kamarang. the dhlean is a treat as well, its got the mogai station setup with out the universal, in eng heavy mode. no doubt the next lock box will have a mirror mogai running the dhlean station setup, minus the universal.
wonder what would be next for fed and kdf, maybe a ktinga and... and ...galaxy?! since it was sci themed this time, maybe it will be more tac themed next time? im not ashamed to admit i would be ALL over a mirror galaxy R if it had the opposite station setup of this box's ships. also, i dont think you truly appreciate how awesome a ktinga would be with the opposite of that negvar's station setup. mogh what?

FYI, the seating originally listed in the Dev Blog was incorrect. It represents an earlier revision of the ship, and not the final, shipping version.
Here is the correct seating for the Apex Battlecruiser:

1 Lieutenant Commander Tactical
1 Lieutenant Science
1 Lieutenant Universal
1 Ensign Universal
We'll get the Dev Blog updated ASAP.

yes i just saw that. im afraid that sorta kills this ship, with out the d'deridex and orb weaver style station setup, this is DEEP in also ran territory among tac cruisers. compare it to the monbosh, with its 10 turn rate and 4 tac consoles. or the battlecruiser twins, or even the excelsior and regent, this does not tac cruiser better then them. the most important eng consoles are turn consoles, and these big cruiser with the low turn rate keep getting 5 of them, and have no use for RCS! its mostly a universal dumping ground at the expense of tac consoles, or for more sci focused ships hard core sci skill specing.
you guys had this ship right the first time. id revert the change, maybe make the universal LTC eng though if you think what it had was too powerful

Shhhh.... I'd rather they saved a seating like that for a ship that looked somewhat less than junk...

Hmmm with 6 turn... that just went from interesting to junk pretty quick.
I'm not a fan of power creep so I'm honestly semi happy that these ships aren't going to sell to the masses.
Seriously though the escort semi interesting... depending on the magnitute of the dmg buff... and the fact you can steel the console and put it on something like the andorian will make it very popular. The cruiser though looking at the specs I don't really see an niche role it plays that is going to make it all that attractive to very many players.
A lockbox with less impact... I'm ok with that myself.

LOL, this sounds even more fun then the TBR pull doff. imagine this stacked with the aftershock boff.
this should have been more like the initial functionality of the skill to be honest. this skill unfortunately is just killed by HE, and the fact that its a high end eng skill. should really start at ENS, or be a sc skill imo.
im surprised your having a doff replicate an exclusive... was it lobi or just lockbox... weapon. thats cool, mines could use all the help they can get. this could help mitigate incoming FAW damage lol.
wait, not only is it a turn buff, but you take no self inflicted damage, as in you arent hurt by the ram? WHAT?
Thanks!

i should have just posted a link to the thread, but i said all that in that thread first!

I don't really like the 5th eng console on the Apex, especially since its boff layout lends itself to be used as a sci heavy battlecruiser it should have 1 less eng and 1 more sci console so I guess I can use my lobi for something else.
Maybe... D'D is an awesome ship... but if I had 800 lobi I'd probably buy a different ship. edit--Nevermind!
1 Commander Engineering
1 Lieutenant Commander Tactical
1 Lieutenant Science
1 Lieutenant Universal
1 Ensign Universal
We'll get the Dev Blog updated ASAP.

Oh good, thankfully I can safely ignore these ugly looking monstrosities
yes i just saw that. im afraid that sorta kills this ship, with out the d'deridex and orb weaver style station setup, this is DEEP in also ran territory among tac cruisers. compare it to the monbosh, with its 10 turn rate and 4 tac consoles. or the battlecruiser twins, or even the excelsior and regent, this does not tac cruiser better then them. the most important eng consoles are turn consoles, and these big cruiser with the low turn rate keep getting 5 of them, and have no use for RCS! its mostly a universal dumping ground at the expense of tac consoles, or for more sci focused ships hard core sci skill specing.
you guys had this ship right the first time. id revert the change, maybe make the universal LTC eng though if you think what it had was too powerful
Shhhh.... I'd rather they saved a seating like that for a ship that looked somewhat less than junk...
another sweet station setup that would look great on a galaxy R...
