I think the balancing point will be it's all tactical boff stations even though the show has them as sci debuffers.

The first one will be fine, providing it's no more than 20% dodge. The second one...I'm really hoping it's just something like 5% team expose chance and +2 seconds team expose duration. If it's any higher, you will have teams with 100% expose chance easily. Even with 10% expose chance for the entire team, stack that up five times and it's 50% expose chance...toss in lucky and the duty officer that doubles your expose chance...yeah, you get the idea.
Text highlighted in red has some very deep balance concerns. Armor that gives strong resistances to everything, improved expose chance/duration, improved exploit damage, and on top of all that...perfect cloak detection. This is perhaps the worst pay to win item they have ever created, it has no downsides.

Intimidating Strikes - Your torpedo hits have a chance to render your target Confused for a short duration.
Yeah, combine that trait with Tier IV Romulan Placate for the ultimate troll boat.

new mirror ships! neet! i happen to be a big fan of all 3 of those. the normal cheyenne retro has a tac ENS but 2 tac consoles with 3 sci consoles, will it have the reverse? the negvar, will it similarly have a sci ens and favor sci consoles? the dhlean, that might end up getting a LTC eng, that would be interesting
a trait that placates on torp hit. great, another source of placate. its a good things theres not a skill that can hit everyone on on the screen with multiple torps all at once! oh wait.
new active roster doffs of course, just in time for that 6th active roster slot. of everything in the box, these im the most potentially game changing.
tet weapons that add a 'plasma' burn to shields? sounds interesting. depending on the magnitude these might be great DPS weapons.
once more we are teased by heavy single cannons, yet again another unique 1 only weapon. cant even pair it up with the other HSC, cause its a disruptor. the overcharge does sound pretty cool though. tethered mines, thats nice. they are never quite were you want them. to bad mines have nothing but shields to blow up against.
P.S. These ships and the full payed for set +3rd hirogen ship console bonus (it'll happen, just you wait for the next doff pack) is going to be more imbalance than the JHAS was.

You aren't looking at this from a objective perspective. Cryptic has created a single armor item that effectively does what an entire set did in the past. Not only that, they made it superior to existing reputation and fleet gear. Lastly, this effectively removes the stealth playstyle from the game thanks to the /target <player> chat command. Shattering Harmonics had a counter, the resistance values gave it balance. This armor has no balance.
You don't play tactical simeion, you are a Science officer. Go roll a Tactical officer and try to use Operative, it's nowhere near as easy as you think. Just ask Sutherland, he doesn't know how to use Operative correctly, which is why he hates on it.

Actually I do play a tac, Kata'strofe is and he has used the operative kit. There is no skill in the use. I am not attacking anyone that uses it. But I found no skill in using it. You want to play a tac with skill run security protocol, squad leader, or any team based kit. It is amazing how well teams work when you don't have a tac running ahead lucking for a one shot kill. Operative does have its place, and is not a bad kit, but it is not team based.
Not anymore anyway, you tried almost two years ago, but you couldn't do it. On the other hand can use operative well. Right now, Operative is capable of effective use, yet it may be countered. It's a high risk-high reward style setup and perfect detection against cloaked players was a high risk-high reward setup...unless they armor swap exploited. The Hirogen Armor is a win-win setup with advantages piled on top of advantages. It's the first step down a slippery slope of pay to win.
Ah right, I forgot about your DoT on Ambush Tactical Officer. Yeah, there isn't much skill needed to ambush lunge + knockback someone in order to give the DoT procs time to kill them. Nor is there much skill needed to stack Critical Hit Melee Security Officers to hit someone with a 3,000 damage unbuffed lunge crit. When the Operative isn't abusing Security Officer duty officers, the kit class does take skill to use effectively. A tactical officer using a Compression Pistol, or in some case a pulsewave, does take skill to use if they do more than kill targets that are already half dead.

I tend to use security protocol most of the time, but I have used Dot doffs. I only get in them to level the playing field when it is being used against me. Boy I would love to have some melee doffs, but they are to expensive for me.
