[The Honor Guard Gap is] Not actually fixed. They got my hopes up that they were actually going to look at a problem with a KDF costume. Then dashed those hopes.
Yeah, I didn't even know about this bug until I saw the notes that it was fixed, but when I looked into it on Tribble last night, I saw it was not actually fixed, bugged it, and posted a pic similar to yours (see here). When I saw the hole it was while wearing a KHG top, but still in a "Uniform" costume slot... which seems wrong and may be the cause. So before I add it to the main part of the OP though, I want to tinker with it some more on Holodeck.
Can I add Romulan lower choices clipping with the long winter coat ... I can't seem to get screenshots of tailor to work but I'll try again and edit to add shots, if that is helpful.
Added. If you can supply screen shots, that would be great. My Romulan doesn't have access to Winter Coats (yet).
Here are some issues that have been mentioned many times in the forums:
1. Omega rep gear helmets (MACO, Adapted MACO, Omega Force, HG) not accessible in the Tailor (Head section).
2. Romulans can't use the Omega Force ground set costume, which is faction-neutral.
3. Female thighs get significantly skinnier when wearing certain skirts (22nd century Rom, Sierra, KDF Warrior skirt, etc.) while calves remain unchanged, therefore becoming disproportionate.
4. For Trills, the spots are not continuous between the face and shoulders; there's a blank area in-between. Can be seen very clearly when wearing low- or wide-collar tops such as the TOS mirror "sportsbra", the Counselor top, etc.
Just some that come to mind.

...These costumes have become completely unusable. If I visit the tailor to edit them, I can make changes, but they will not save. If I try to rename the outfit, it will not save. If I try to Wear the outfit (either within or outside of the tailor), my character's current outfit will not change.
So I took a look at a couple of my KDF characters last night: Male Liberated Borg Klingon, Female Orion, Male Alien. All of them have twenty or more costumes prepared, including regular uniforms, off duty, and omega armor slot types (except the Alien, who has no Omega yet). I was fully able to change between every one of their costumes, and I went into the tailor and spot-checked a few to make sure I could modify and rename them. All was working fine for m characters.
I'm not denying your issue, only that it does not appear to be affecting everyone. If you haven't already, I recommend submitting a bug ticket within the game (and posting that ticket number in this thread/in your post above). I will monitor it and if I get affected by this bug, I'll post an update.

It definitely doesn't affect everyone...in fact, it's currently affecting only 1 of my 3 KDF characters.

Romulan Dress Uniform Pants (Still?) Listed under Skirts
The Holodeck Aug 15, 2013 Release Notes read: Romulan Formal Pants no longer appear under the skirt option. I'm not sure if they mean the Dress Uniform Pants, but if they do, I just checked the Tailor with my Female Fed-aligned Liberated Borg Romulan, pulled up the Category Uniform Skirts, and still listed under the Lower option is Republic Dress Uniform, which you can see are the pants. Not fixed. Submitted ticket ID #1,930,851.

Okay, so I downloaded a decent screen capture program and took some shots of my Romulan captain with her Long White Winter Coat and picked some options to highlight the issues. Found some real doozies!
I've added the Korath to the OP, at this point Under Investigation. Add a Bug Ticket # to the above post (to make it "officially reported") and I'll "confirm" it to the top list. Is the Korath a Lobi store KDF uniform? I don't think I have that one anywhere.
I added your Nausicaan note to my existing bug on the scarf/beachcomber. I may expand that in the future.

Regarding the clipping Romulan uniforms, Brandonposted today that he talked "with the team and they are aware and hope to have a resolution for it out in a future patch -- I don't have an ETA to provide, unfortunately."

I've encountered some issues with some clothes from the Zen-store I'd love to buy, if they would fit my chars. The outfits are the Formal Wear Set and the TOS Romulan Uniform.
In both cases, the skirts will split around the waist, if the char is a bit chubbier.
Even if it's just wider hips you get these problems, sometimes.
I have seen several other girls out in the game which had the same issue.

Thanks for the Kudos. Yeah, I've seen a variety of "comprehensive costume issues" threads over the years. They've come and gone. And while I've experienced a few of the issues, it's never been this bad. That's why I titled this as "My" Tailor and Costume Issues. These are problems that are affecting me and my Every Day Game Play. I'll keep it updated/alive, until resolved. I'm determined like that. :cool:
I'm not sure I'm following you... You were walking along on Nimbus and your RomRep uniform spontaneously changed to a RomKDF uniform?!? That seems incredibly odd. Did you report a bug ticket at the time (they record behind the scenes logs of what's been going on with your character over the last few mins as well as taking a "snapshot" of your current status)? Recreating the uniform fixed it though? Let me know if it changes again.

I have a hyper-thin Alien (as far to the Thin-side as the sliders will go), and when he got his KHG armor, the belt was oddly clipped. I had to up his sliders a little, fatten him up some to get rid of the clipping. He still looks like himself, just somewhat bulkier, easily explainable as the added armor.
These sort of issues are less a bug and more a game limitation on certain "edge-case" scenarios. I notice it especially with Alien characters (I think since they can have the most extreme dimensions). While I agree if they're going to allow us to make our characters look a certain way, all made costumes should fit those possibilities, but I also kind of understand/accept that not every one will.
That being said, post some screen shots of what you're seeing, and let's take a look and the clipping you're experiencing.

The Soft Boots on my existing uniforms are still in the game (as visible here), but as soon as I go into Modify the uniform they get changed to Combat Boots and the Soft Boots are not available on the list (as seen here). They are also not available if I create a new uniform.

What happened was that I started the Nimbus III arc in my Rom/KDF costume, and it changed into a RR uniform.
When I noticed, I clicked on my char pic, and tried to change into the Rom/KDF uni again.
When I clicked the KDF uni, it just displayed the RR uni. I tried changing back and forth several times, but the KDF uni had become an RR uni somehow.
I then went to the RR fleet tailor, and it showed 3 uniforms, my starter uni, my RR uni and my Rom/KDF uni. I clicked wear uniform on the KDF one, but it was still showing as an RR uni.
I did try to mod the KDF uni, but it was stuck displaying the RR uni.
I then created a new KDF uni, and this one has not changed.
Have no idea what caused this bug, and I sadly forgot to bug it at the time...

I'd love to get you some screenshots, if I found a way to get some decent shots of the problem zone without crashing the game. Which usually instantly happens if I try to start another program, sometimes even when I just (accidently) minimize the game...
But I'll see what I can do. As I don't own the outfits, I'll have to do this in the tailor's booth...

Can you provide more details? Like, which BOffs are broken? What's their race/gender? Where did you get them? Have you any screenshots? Etc. Also, have you opened a bug ticket in the game? If not, do so, and post the ticket number with your details.

Agreed, they do look odd, but not really a bug as much as a symptom of the engine. I won't pretend to know the exact details, but the game has issues with loose fabrics. You'll see similar on the KHG armor capes, KHG Vet shoulder pad demi-capes, and even on the Romulan demi-capes. Though they have gotten better on these latter entries, but it's still not perfect. I've added to the Suggestion list a request to improve this tech.

On most of my Romulan boffs I can make the first color different on the Romulan Republic 1 and 2 Upper and the Undershirft.
But on a couple I cannot. The color is linked, and changing the undershirt color changes the Upper color.
I have no idea why it is just some and not all.
BTW, if you know of a work around I'd appreciate letting me know.

On my new KDF alligned rommie, when using the Romulan/KDF costume option, this seems to revert to the standard Romulan republic uniform at random.
When I tried to click on my char icon to change it, I had two republic uniforms, instead of one republic uniform and one Romulan/KDF uniform...
Clicking on the Romulan/KDF uniform only brought up the republic uniform.
I had to go to a tailor and create a new Romulan/KDF uniform, and this has stuck for now.
