I've encountered the same problem as of yesterday. I'm glad I figured out it was a bug and didn't try to do it over and over again.
The whole Nimbus storyline appears to be built for Romulans, without much thought into Fed or KDF players doing it. When I first appeared in orbit, my female first officer started to talk with Tovan Khev's voice, the Romulan "default" first officer. While that was pretty damn funny, it shows that they need to work on compatibility with the other factions.
Unfortunately Romulans seem to be fed up with having to help out by now....this issue has been going on for some time now....and I just don't wanna have to skip a quest to progress
I recently started playing STO too and this has left a nasty taste in my mouth. I have a 40 Klingon I've basically given up playing. Login screen looks ugly to me now. Another day or two of TRIBBLE around on other toons before I probably give up altogether and go play another game.
I have spent money on this game and would have spent more.
The ugly part is that I submitted a ticket, which was immediately marked "resolved" and replied to with a BS statement about how they couldn't do anything about it. When I reopened it I got the same answer. To me that's not resolved, and a rather arrogant way of dealing with it (or not dealing with it).
I have reported this as well, several times in fact. It is a major bug. You have the mission in your Klingon and Federation quests and yet you cannot complete it. HUGE mistake. Either take the mission out of Federation and Klingon play, or solve the bug. It is probably as simple a fix as resetting the beam out so it does not require Khev to speak to his sister.
AKA make it an optional choice before her beam out.
Like many of you I am ticked about not getting any response to my tickets or the lack of concern about this issue. It is an EASY fix. Even I can do it and I am not a programer by any means. It is a thread error in the if then statement in the story line.
IF it helps, you can solve this by dropping the mission and choosing to go on to next mission. Come back to it if you wish later. That is what I am going to do I guess.
I HOPE Perfect World wakes up soon and pays attention to their customer base, as I am a loyal member, but I will not be holding my breath as in my opinion they do not understand customer service. This is being said, by the way, by someone with over 35 years of management experience and over 20 of those in the customer service fields. I do understand customer service and it's value in increasing income. Ticked off customers do not spend money. Happy customers do. Simple as that.
BTW. IF any one from Perfect World reads this, please resolve the issue, or at least state why you won't and apologize for the mistake.
First rule of customer service. Say I am sorry. Then explain what you can or can not do after that. The apology is important.
This is a new bug, I have a KDF character that played this mission just fine a couple weeks ago, some in my fleet think that something they changed in the patch that turned the risa event on bugged this mission.
At the part of the Installation 18 mission where you need to rescue 4 captured test subjects as a Federation member I can not get Rina Khev to beam out. I talk to her and say, "lets get you out of here" and then she just stands there like she is about to activate her transporter but never does...is there any fix for this?
My character is Vice Admiral level and a Science officer if that helps at all. I have completed this mission with federation toons Pryor to the last patch where apparently a longer pause was added so that all dialogue could take place. However as a federation toon I don't think that dialogue is firing now because Tovan Khev, Rina's brother, is not there to make that dialogue happen.
I tried beaming to my ship to restart that part of the Nimbus 3 mission and it still stalls at the exact same spot with Rina failing to beam out and it will not advance to the next part of the mission so I am now stuck there.
I am at the part where you talk to Rina Khev and when the dialogue is finished with her she just stands there like she is about to activate her transporter but never does.
The mission will not advance to the next objective because of this and all I can do at this point is drop it.
I tried beaming to my ship so that the Installation 18 part of the mission would begin again however all it did was stall at the exact same point.
I am trying to do this mission with a level 50 Vice admiral of Starfleet and it seems like after the last patch where apparently a pause was added so that Rina and Tovan Khev could complete all of their intended dialogue, this has broken it for my federation toon because of course Tovan is not part of my crew and can not complete any dialogue with his sister Rina.
I say this because before the last patch where apparently a pause was added I was able to complete this mission no problems at all with any federation toon I had. I found a toon that I had not played in a long time at level 50 and decided to take on the mission to get the purple doff, Law. I got the Doff as it appeared in my inventory however I can not complete the mission.
Some parts of the Nimbus 3 mission dialogue that is Tovan Khev's is spoken by one of my Boff's and this should be fixed as well there is no reason to have Tovan Khev speaking when one of my federation female boff's is on the screen. This is silly to say the least.
Another one of these threads? Just 'Skip' the mission like everybody else had to do. If they intended to fix this it would have happened long ago, as it is it is starting to look like this particular bug will never be fixed, so best to 'Skip' the mission and get on with the game.

When the Nimbus III assignments were first open to players, I had no issues completing the mission with my Federation character.
Something must have gotten screwed up in a later patch.
When the mission was first introduced, the ending was rather anticlimactic for the Rom players - Tovan Khev, your very first BOff, had spent so much time up until then looking for leads on what happened to his sister Rinna, and then you finally find her, you tell them they'll have a moment, Tovan says, "Rinna!", and then the mission abruptly ends. There had been a scripted scene there, but the code ended the scene before it could play out.
So, the programmers extended the sequence in the code. Now for a Rom it would wait for the scene to finish. Problem there is that if you're not a Rom, and Tovan Khev isn't part of your crew, there's no way for the scene to play, so it gets stuck.
I have been attempting to do this mission and it is still bugged as of today 1.30pm AEST.
I guess you decided to post without reading other posts in the thread. A couple posts above yours I pointed out it is going to be fixed in the July 2 patch, which is today.
Really glad that this is getting fixed. Wanting to continue through the story lines with my first character (even though I've somehow ended up at level 50 and only just on this mission...)

Do this mission with a Romulan friend. She'll beam out then.
