I'll tell you a secret. Most of the Fed players couldn't care less about the Leech. The vast majority of Fed players don't PvP, and these players know you can blow through PvE Elite STFS with white gear, free ships, and virtually untrained Boffs with ease. To most Feds the Leech is just one more console they'll hardly ever use.
And what would have been really cool is if you'd have actually address the point of the post you quoted: That new KDF content is good for the KDF even if it comes with LoR.
And trust me, I'd happy see a KDF expansion if it quietly snuck in a dozen new Fed missions too. I wouldn't be bytching about how the Fed missions got there.

Actually, I was kind of wondering then the Wide Angle Quantum Torpedo launcher would become available to the KDF. Since they have already included the Bioneural Warhead in one of the console Reward Packs, it only makes sense that we'd see that soon as a balance of sorts. The goal seems to be that every Lockbox has a cross-faction console deal. We never know what's coming with each Lockbox - nor do we know what Lockbox is coming after Tal Shiar.

Yer optimism is excessive-now that the last of the good stuff's been moved to cross-faction from the KDF side, the odds are strong that after this LB deal, consoles won't be it. Maybe a Fed B'Rel instead...but no more consoles-the Feds got all the ones they wanted.
it'll be a "Mirror Universe" B'Rel, of course, the Retro with the EBC and an additional tac slot, while the 'trade' will be a "Mirror Universe Light Cruiser" (aka Miranda) with base T0 stats...for balance, of course.

No one here needs to live up to a Federation or Klingon standard about anything. We're all just humans playing a game. Heck, Gene was the biggest capitalist of them all, so even he couldn't live up to the Federation standards of equality he so loved to cite. Gene got rich off of Trek while much of the cast of TOS spent years surviving on Sci-Fi con circuit appearance fees just to make a living - and many current Trek actors still do.

I'd like to take a moment to point out that finally the KDF has full storyline content from level one making it a fully fleshed out faction, and instead of being glad that Cryptic finally delivered on their promise and gave the KDF something so much more important than a single console, most KDF players choose to whine and cry about the fact that Cryptic gave the Feds a single console.

KDF: It really isn't the end of the world having the Feds get the Plasmonic Leech, even if the console we get in its place is of rather limited use. At least we finally get the 1-50, even if long overdue. Add to that a couple new ships and their consoles, and we do actually get something (though still far short of catching the Federation as far as variety of ship classes or specialized consoles).
Yes, we are getting the short end of the stick in the lock box, but that usually happens with the lock boxes. The KDF is the minority of the playerbase; the queues tell us this, and the behavior of the company reflects it. As a result of the proportionate purchasing power on the Fed side, and the company liking to get their money, the Fed side is far more likely to get what it asks for. Shortsighted if they actually want to maintain the whole 2 faction system, but predictable.
Fed: Really guys? The KDF does have valid concerns considering that there are supposed to be the 2 primary factions, with any new factions being designed as affiliate. Given that the we have had a full 3-pack for each ship class, with the appropriate 3-console sets, plus access to some of the best consoles in the game with little more than in-game currency, faster queues, access to cloaking devices, more missions, more species, better starbases (our greater playerbase and faster queues boost our rate of progression significantly), and usually twice as many Mirror ship variants in the lock boxes... I really think we can just let them voice their concerns in peace without getting into a griefer session.

So I went to the Exchange and bought a Plasmonic Leech console for about 2.7 million EC, there are already several for sale over there. For my build, this is a great fit since I now have 176 points in Flow Capacitors. Tooltip says my Plasmonic Leech drains 2.8 energy from all subs per activation. In theory, that should give 2.8 X 8 = 22.4 power drain on each subsystem though I am not sure if a cap would apply in my case or not since this is new to us. On my fleet's TS, nobody except me even cares about this console. I made a point of mentioning it, really, no reaction. The truth is very few Fed players utilizes drain skills. It's a niche "market" for a select number of players but a rather small minority based on my casual observation. It is likely more prevalent on the Klink side due to the presence of other energy drain tools such as the soon-to-be-nerfed (hopefully) Aceton Assimilators and siphon drones.
In any event, my vessel is now capable of inflicting up to 109 in power drain on two select subsystems simultaneously using ES3, Subsystem Targetting and PL. Even if my opponents specs heavily in Power Insulation, such massive drain will still cause havoc to the targeted systems, notably engines where escorts typically run no more than 50-70 in power as most is diverted to weapons. Yes, there is the Hazard Emitters but against my build, which uses a variety of weapons that causes very severe Plasma and Radiation damages if not cleared, I expect my opponents' HE will be completely overwhelmed trying to handle the DoT and trying to clear ES attacks one after the other.
Given that I didn't know about Plasmonic Leech until today, I want to thank the OP for starting this thread and educated me and many other Fed players who are part of this niche re: this nice gem that we shall now be using to pound Klingnons in battle.

Honestly, none of my feds are even speced into energy drain. and I cant really think of a console to ditch on favor of leech on most of my fed builds (maybe an rcs on my oddy with the new turn rates but still not speced into it).
Without some flow caps leech does very little.
My klingons use it, one because its a polaron build and one becasue he is under equiped and I had it anyway.
Besides with the battle cloak about to be everywhere the anti cloak torp should become quite handy. Hmmm T'varo + T'varo set consoles + anti cloak torp + honor guard/adapted maco + rule 62 console = cloaked cloak killer.
