In general classes in the same category as psychics and archers in mmos need weapon the most to climb the ladder. With pwi the thing is that pvp is so weak and not competitive (lack of pvp content, 2v2/3v3/5v5 etc.) that you can go for either armor first or weapon first with both having their pros and cons - if you can…
