Personally I'd go cold resolve on a TR. Here's my thinking -- as a TR you're trying to avoid taking damage via dodge, stealth, ITC, etc., so a boon that only procs when you take damage seems a little self-defeating. OTOH, on my TR I'm constantly dodging, so my stamina is rarely full, meaning lots of uptime for cold resolve.
