If you want to respec feats only, you only have to spend AD, no need for a token. Also, once you hit 60, every additional level beyond gives you the choice of another power point, so you will eventually get rank 3 for all powers.

22 classes in the 4E PHBs, yes. But as classes translated into Neverwinter? Closer to 66+ (22x3 at least). Each class in 4E has different build options which will need to be made into a separate class by Neverwinter standards because of weapon and/or class mechanic restrictions.

The OP classes are receiving nerfs/changes and Cryptic is trying to fix stats that previously didn't work properly with DC powers. DC might end up being good without needing to change more than a tooltip.
