The mechanic is supposed to target 1 Healer and 1 DPS each round. I don't think it distinguishes between cleric healer and dps since when it came out all clerics were healer by default. It has hit me on Arbiter all the time as well so it seems likely Bard got some recycled code and is also always counted as a healer.
A long time back, the old seal trade in was set so if you had less than 3, it would still let you trade in the remainder for a seal. This hasn't been done in many updates and now I have multiple characters with 1 or 2 of a large number of old seals. It would be nice if we could clean that up, and also not be stuck with 1…
The chests and skill nodes have done that forever. Since devs started putting more of them in maps (Dragonbone Vale) and people realized they were a source of insignia, the problem has gotten worse. At one time, skill nodes bugged of they weren't cleared, no idea if that is still causing it.
They are stray guards from a guardpost. It's a bug that has plagued RD since the campaign was new. There are guards attached to the post but they aren't there so they can't fight off mobs, making tye campfire unsafe. Additionally they don't fight and die, making it impossible to donate resources.
I have a character who is carrying several Gloomwrought weapons, previously BOE, gifted from a friend who left the game. Now after the leveling changes in mod 21, they are all character bound to her and none are for her class.
No one knows why they bug except maybe a dev. I reported this on the Discord and got an acknowledgment so maybe next year it will be fixed... or completely reworked, possibly. Originally all collars gave the lower amount so people advised against using the 2 'useless' ones because they were hurting your combined rating. The devs changed it to the current system where your ratings don't suffer with the non stat ones. They were buffed to the current level so people would actually use them.

Before RQs were added, Public trial queues looked for 2 or 3 tanks and healers and rest DPS. So you could have 2 to 3 tanks and 2 or 3 healers. In reality, you just got 2 or each generally. I have seen a similar issue with Bard Minstrel having changed chat channels after a fight. I can only imagine the song inputs - manually done on number pad - are affecting it.
