If you successfully spent a power point after the April 23 patch, then your character is not bugged. As others have noted, there are some bugged rank 4 powers, but that isn't what this thread was about back when it started, and in those cases, it is the same for everybody playing.

You shouldn't, and you don't have to. If you no longer have a free re-spec (because you created your character after mod 6 and never got one, or because you used it before the May 23 patch), just open a support ticket. Once they validate the issue, they've been giving a free respec to bugged characters.

"Respec" is too general a term. If you buy an AD respec, it resets your feats and boons only. This is the one that will leave a bugged character unplayable.
