Can i respec only feats safely?

Hard to say, before they patch the power/feat/boon points bug officially, i would not recommend it.
Some player seem to get stuck again, even after a full respec, but i can not confirm or deny it on my part, i'm still waiting for another point from the level 70 overflow.
I would not try it at the moment, but it is your choice.

If things go wrong, you can contact the support, and ask for a full respec, but that will take time...

I send a ticket, they gave me 300 zen for a respec token and say this: "When respec-ing your characters, please do NOT apply a rank 4 power before reaching level 70 and using 70 points, even if you are able to, as this will break your abilities once again."

I got this message instead:
"Hello,
We have sent your character a respec token, so please use the token and let us know if you have any further problems. Thanks!"
begs the question, can we now use the 4th rank, or can we not?

I would go with what they said--only increase to rank 4 if you are level 70 and have already spent 70 power points.

Edited to add: And I also had a character bugged, used the re-spec, and subsequently could spend a power point that I got from flipping the overflow experience bar. I had rank 4s at the time, but had brought them up only after level 70 + 70 power points spent after using the full re-spec.
