I tryd doing them on my lvl 60 GF...its allmost impossible or very very hard...i decided, when they will have another x2 xp event, i'll make 70, and after that start the boons farm. From my pov. , this solo content is not worth the effort till lvl 70 when you'll have better gear.

Please do the Elemental Evil zones to level to 70, getting your weapon and offhand along the way for free, before you start working on boons in the campaigns. The only exception is Tyranny of Dragons, until it asks for Linu's Favors. The other campaign areas - Sharandar, Dread Ring, Icewind Dale and Well of Dragons - are for level 70 players.
If you reach ~68 before you reach Spinward Rise, you can skip over to that area if you don't want to do all of the EE zones. Finishing all three sub-zones of Spinward Rise is required to get the mainhand weapon as a quest reward.
Tomorrow's patch will finally make it clearer that the campaign areas are not safe for lvl 60.
Campaigns: The level up wizard will no longer recommend players to go to the new campaign zones until level 70. Talking to Knox will still allow players to access the zones if desired.
Campaigns: There are now warning messages to players below level 70 that campaign zones may be too difficult.
Do EE quest zones, Hotenow, Whisüering caves, whatever you like and gives you XP. When reaching Lvl 67 go to Spinward Rise and do the three Vigilance cycles there, to unlock the final quest for the Elemental Fire ArtiWeapon. Sharandar is tough for well-geared Lvl 60-69 chars, so if you're not really well dressed, you'll find it mostly frustrating. Remember: When the mobs are more than 2 Lvls above you, you do only 25% damage. So "tedious" is quite the euphemism for what it'll be for you...
Keep questing until level 70. Your time is best spent working on levels and the main- and off-hand artifact weapons. Don't think about the boons until you're 70.
You get the off-hand by reaching level 70, no matter how you get there. Talk to Knox.
You get the main-hand by doing the quests in Spinward Rise. You can continue along your current questing path until you hit 67 or 68, then head out to Spinward Rise. Before going, make sure you have level-appropriate gear. The Eternal set from the Tyranny of Dragons vendor is nice, but it requires Well of Dragon currency which a fresh 60 is not going to be able to get solo. You can also find gear on the AH.
