Agreed the pts desperately needs some additional tools in regards to statistics. Like what is the probability of a encounter power dealing the full damage? Is it normally distributed? Binomial? All of these help testers evaluate whether a class is performing as it should be.

Whilst your fixing Aspect of the Serpent you can go right ahead and make it better. Because HR cannot compete in PvE or PvP as DPS. That makes the class useless. So cut the "Only 2 stacks" nonsense right out. Give them 4 and let's see a real improvement.
That wasn't how the TR worked back when that was a thing. You absolutely did not have to hit 200mil damage to trigger a 100mil SoD. As SoD was, if I remember correctly, buff-able by various TR and other class features.
