To prevent an army of alts from botting would be to remove the army. I don't see a reason why there are mechanics in place to allow so many alts. I'm pretty sure the DR store has been unavailable (from the campaign window) to the HR since the beginning of time. I have never had any option other than "1. I must be going" Us HR's need a little more love sent our way so we are not such underdogs in the game. :(

Try running a diskcheck on your hard drive. If it is reporting the incorrect free space then downloading can fail to complete. I've seen this before and by the sounds of your issue, it's continually retrying to complete the download causing more bytes to download than necessary.

YES! I have felt the MOD 6 flop to be a blessing in disguise .... no way in hell I will spend any more money on this game.
