In all likelihood there are multiple blade servers and some are shared. For example a cluster of servers that accomodate the chat system for multiple games, a cluster for mail, etc. Then each game will have its own clusters of servers. In all likelihood a blade server design.

Eh, game doesn't seem to be worth it anyway. Its basically unplayable, due to 175ms ping and twitch skills required. You cant block attacks as the guardian for instance. You put your shield up, they hit you, you take dmg through your shield. Incredibly annoying.
Obviously it's your connection not the server.. I always use my block and it always blocks when I want it to block, no lag when I block.
Well, If the game didnt have cross friends lists and cross mail i might say it didnt share common servers... but they do share mail, friends list and even custom chat channels. The servers are connected in one way or another so Cryptic can save a lot of cash.
Being "connected" and all running on a single server as the OP was claiming are very different things. Yes they all likely share some architecture. That does not mean there are not at least dozens of physical servers that make up the architecture. Setting up a datacenter costs more than a few dollars it only makes sense they would want to share some components in the infrastructure. Cannot exactly expect 24/7 guaranteed uptime on a F2P game.... heck you cannot reasonably expect it on a subscription model.

The message gave the time ZONE with the time, it does not matter at all where you live...unless you are incapable of looking at a time with a time zone and converting it correctly to your own, in which case you should use a web site that does it for you.
