If you want pure PVP, go play a MOBA. DOTA and LOL are pretty well regarded. Heck, console gamers even have Smite. Of course, since Strongholds is explicitly marketed as a MOBA, you might have a point-someone in marketing is like "Oh hey! That's where the money is, let's go there!"
The core experience of an MMO is PvE. Does that mean you can't enjoy PVP? Of course not. But unless a game is marketed as being about PVP from the ground up, it's asinine to expect people to be only into it for PVP, or that the best stuff should be attainable only through PVP.
Also, just from a D&D heritage point of view, PVP in Neverwinter doesn't make a whole lot of sense.

I've not seen anyone advocate "pure PvP".....you're setting up a strawman argument, there.
The core experience is STILL PvE. This mod doesn't change that. And, you're not forced to PvP. Nobody HAS to have the absolute best of everything.....if you feel that you do HAVE to have the best of everything, that's something you may want to analyze.
By tucking some boons behind PvP content, the players who are compelled to achieve the best of everything, for whatever reason, need to participate in all aspects of the game, at least a little. That is absolutely not an unreasonable requirement.
PS....as far as D&D heritage goes....some of my fav PnP campaigns that I played in, had gladitorial arenas in the large cities, and other miscellaneous ways to PvP. Yes, PvP was not very common in PnP, but man, it was fun when it happened.
Hey man, it's our own fault: the Preview Shard has been up for a while. Everyone should have been over there, complaining all the way back then!
When the Dev blog about how to prepare for Strongholds came out, and the Devs "recommended" doing PvP, i wrote that the Devs will probably force PvE players into PvP.
And guess what, several players said that that was not true... no one will be forced into PvP... bla this and bla that and so on. But as we all can see, now you have to do PvP, or you will not get a powerfull upgrade for your guild.
In the end, no one should be forced into one way or the other, but there should be several options to reach a goal, and the player should be free to choose on their own what they want to do.
