I see it is from turbine. That means everything is locked for purchase except a few things like lotro?
Not at all.
You can play DDO for free.
Paid for content consists of extra classes, races and quests, as well as various cosmetic items and bonuses to make the game easier. Starting your own guild requires a small number of Turbine Points, but joining one is free.
The proportion of quests that are free is smaller at the higher levels. However, content is paid for using Turbine Points and free to play accounts can earn free Turbine Points through game play.
They start you with over 120 free quests which is plenty to sink your teeth into and with play you can open up more. You dont ever need anything in the DDO store. So content packs can be purchased with Turbine Points earned through playing the game. If you like the game that much at that point, you can purchase content packs (you can find out from guildies) which packs are the best to buy.
At the end of the day, you can spend the same or less in DDO than in Neverwinter.

This thread has run its course as its now become an advertisement for another game. Mentioning other games is fine, but when such becomes blatant advertisements for another game in relation to a "which is better" type of topic, is where we have to draw the line.
I'd suggest to read the forums of said game and other media sites to get a better feel for things.
