Couple of points... many of those are archived posts so we can't see how many actual people there are posting and the ones where you can see the names you don't see a giant amount of unique posts. Also F2P game that means you can make unlimited accounts and post as those people on the forum...so there is no way to measure this empirically.
You have GM's constantly monitoring these forums. If we were so full of it, they'd be in here to silence our false information and delete or lock out this thread.

I can totally support an ignore feature. One hundred percent, if you don't like someone's words, you shouldn't have your gameplay bothered by their nonsense. Hey, if someone just types like a moron and it annoys you, you should be able to not see that with an ignore feature.
But, it would be like a diner (I like diner metaphors) with a hundred people in it. You and your friend are having a chat. One table decides they dislike your topic, and they can eject you from the diner just like that- despite no one else having a problem.
Ignores should stay. Silencing someone should be the duty of a GM and have a reported complaint to back it up. THEN you have a system that works.

A chat log can be edited, and even when screen caps are sent- nothing is done. We've seen this all first hand, you aren't the first noble soul to come up with the idea, I assure you.

I actually had it happen to me, a quick support ticket and it was found that I said nothing offensive or against the rules, I was reinstated, the next day I received an apology letter email from the fleet leader informing me that the guild members who did it had action taken on them by Cryptic...he also kicked them out of the fleet
Mine is in my sig go for it but get ready for the consequences, in fact threating to do it on the forums could be actionable.
Yes, he shouldn't be "offering to show you how it works." definitely sounded a bit threaty. I relaxed when I remembered that my @ name in the game is different than my forum name or user name in this game.
Basically and all this time I have only seen a relativity small group of folks complain about it, honestly as easy as gamers get outraged all forums would have page after page of WTF cryptic threads if it were truly widespread.
But I also recognize that if it happened to you all you can really see is that it happened to you.

They surely will monitor and regulate as best they can during the first weeks or even months of open beta.. but have you thought about what happens a year from now when the initial capital has been captured and the budget no longer merits their monitoring?
We impart you with knowledge and you have not yet converted it into wisdom. We are cautioning you this to preserve your way of game.
Of course there are a few things different in this game that you need to take into account.
1) With all the Cookie Cutter Characters, Costume Contests are just not going to happen
2) There is no Duelling System so PVP is limited to the PVP Zones
3) There are no areas set aside as playgrounds for RP'ers
Without these three big targets the extreme griefing that you saw on Champs may simply never develop.

Okay I can respect that and I would like to find out the truth...testing is really the only way to do it.
Keep in mind, if we in Champions can see you in a user channel, like say Trade, trying to sell your neverwinter stuff, we'll probably /ignore you because what you're typing is cluttering up what we want to trade. We're not trying to ban you, but because of this system, you will probably end up getting banned.
That's the key point here... the problem isn't people who are trying to get you banned, the problem is people who just want to put you on ignore, and then the system interprets that as you needing to be banned. This system doesn't need people who actively intend to abuse it, because the way it's built means you'll unintentionally be using it to get people banned.
If you're the type of person who believes that just because you don't like what someone has to say means that person needs to be silenced, then this won't be a concern for you.
The fact that people can, and will, abuse the system is just icing on the cake. You don't think it's gonna happen? I admire you for thinking so well of people. Try to hold on to that positivity the first time you get chat banned and have no clue why; especially when you post about it on the forums and someone just like you are now accuses you of deserving it.

They are the primary target, and sadly also some of the chief offenders. Roleplaying is pretty big in Champions Online. There are two sides of this coin.
Many players don't like it because it's '<font color="orange">HAMSTER</font>' or 'lame' or for people with 'no real friends'... or they think it's annoying to read while they're 'trying to play the game normally' (which apparently, according to them, doesn't require chatting so I'm not sure how it interferes with their 'serious play'). However, it is a legitimate form of playing the game, and many people enjoy it and use it to pass away the time harmlessly. However, in the social instances like Club Caprice (where most social roleplay occurs), some individuals will enter and find someone roleplaying, share the @handle with their buddies, and silence the RPers through the ignore/report spam system. These are the same people who enter with comically dressed and freakishly proportioned avatars and repeatedly spam certain powers just to make racket and obnoxious visual effects.
On the other side, some roleplayers are a bit too serious. Anyone roleplaying or chatting that doesn't fit their idea of 'literate' or 'serious' gets written off as a troll, despite that it may just be someone who is new to roleplaying or perhaps even a young person or someone with English as a second language. They and their friends who are roleplaying will ignore this person, and silence them for 24 hours... despite this person not having any real bad intentions.
Now, you can choose to discredit me if you want, but here are some examples of chatban I've seen:
Someone created a monkey character- on SIGHT, he was ignored and silenced.
Someone advertised a costume contest, ignored and silenced.
Someone said Wolverine was a lame character, ignored and silenced.
Someone was asking where the tailor was (a place where Champions players can change the look of their avatars)
Someone advertises a PvP competition...
Someone mentions DCUO...
Someone mentions WoW...
You get it.
Ah, I forgot to mention one of mine:
I have several characters, and I was pulling their resources from their appropriate inventories and compiling them into one shared storage for my main character. In doing so, since you have to 'log off' during a Cryptic game to change characters, and log back in- it spammed the channel. Not to mention, I play in /hide mode, which means as soon as I log on, it shows me as logging in and logging right back off again. So, you can see how this would spam up a chat box if you were on a friends list with me.
A couple of people got tired of it and reported me, silencing me for 24 hours. I had not said a word. My only fault was not being more selective in the friends on my list, or not letting people know.
This same situation can also be a nuisance if you are having disconnects and try logging in several times.
Again, let me make it clear: I am in favor of being able to ignore someone. I am in favor of people being silenced, BUT-
-No small handful of players should be able to silence someone entirely, it should be reviewed by a GM.
-24 Hours is WAY too much. Even WoW only does so in cumulative amounts, starting with 15 minutes, or an hour if I remember correctly.
-It is not your place to determine what is good for the entire community's eyes. If something bothers us as individuals, /ignore is more than enough to end the interaction. If it's too bad and needs to be addressed, it should go to a GM and be reported. Chances are, the same jerks that are saying vile things in chat will be back in 24 hours if you just silence them. Harsh offenders should be adequately reported.
