I preordered Torchlight 2 in May but never received a beta key, anything i can do about that?

Did you pre-order Torchlight II through PWE? The Beta Key Promotion was only valid if you pre-ordered through PWE.
If you pre-ordered Torchlight II through steam you received a free copy of Torchlight I instead.
If you pre-ordered through PWE the only way to resolve the issue is to send a Support Ticket.

Besides the Torchlight II people, others have to wait for Beta to start to get their keys. If others have shown they got their keys and you purchased it during a valid promotion from Cryptic/PWE and did not, send a support ticket to Cryptic about it.
Maybe you could have it as the lead in to a regular Happy Birthday to community and industry members...we could dress him up...I mean never mind that it's an audio cast only....

If they handle it the way they handled STO beta access for CO lifers, you won't get a key until beta is almost over. As such, yeah, I'd say this is expected.
It happens when you use a character which is outside the keyboard range. The post takes them as end of post characters.
e.g. using any character not between unicodes U+0020 and U+007E (Basic Latin Characters).

No, The only people who have received Closed Beta Keys are those which visited Cryptic/PWE at a Gaming Convention and those who pre-ordered Torchlight II.
Every other Closed Beta Key Promotion will be given out just before or some time after the Closed Beta Test starts.

Yeah I figured it up and I'll be getting like four extra keys (one for STO one for CO one for RaiderZ and one for TII) and I already have a key applied from PAX...I really hope they let me gift these other keys

If you get more than one which is tied to your account, you are supposed to tell stromshade and get it canceled so someone else may use another key. (except from hard keys like from conventions etc.)
The keys tied to your account may not work for others.
Then again, you may not get any key at all but just "access" from your account directly instead.

Yeah I was hoping that the keys we get from the games were hard keys so we could just give them to who we wanted to.

I think you misunderstand, PWE/Cryptic are still not actively giving out Closed Beta Keys except at Game Conventions.
MMOBomb is giving away Closed Beta Keys they received at one of the conventions as a promotion on their own. This isn't something which is directly through PWE/Cryptic, they are in a sense giving away their own keys instead of using them.
They haven't sent CBT Keys out through e-mail except for TLII Promotions so you shouldn't be expecting to receive a key yet
