Inspiration: Ilsa, She-Devil of the SS, star of '70s exploitation films.
Hero: Albert Widgetsworth - World famous robot butler, active from the late '30s until the early '70s, coming out of retirement to act as majordomo for Adam Arcane and the Conclave. Wields an enormous hammer in battle.
Inspiration: Gernsbeck, the All-Star Squadron's robot butler.
Nemesis: Toolbox - A blue-collar hi-tech dealer/thief with an advanced "toolbox" that can create whatever tool or weapon that fits the situation. He wants Albert Widgetsworth for parts.
Inspiration: Steelgrip Starkey and the All-Purpose Power Tool
Hero: Elysium - A 14-year old murder victim back with the Light of Vengeance to judge all for good or evil.
Inspiration: The Spectre, the Crow, Ghost Rider and Delirium of the Endless.
Nemesis: Tartarus - Corrupted duplicate created by the Forces of the Darkness to counter Elysium.
Inspiration: Yeah, it's the tired old "evil duplicate" bit.
Hero: The Thermite - Intergalactic gadfly and party boy with fire and ice powers. Three time Canasta champion of Mogo.
Inspiration: Ambush Bug
Nemesis: Princess Poison - Princess of the planet Plano, determined to make the Thermite change his diet and settle down like a normal person.
Inspiration: A take-off on a friend of mine on a message board I frequent. She thinks she's a princess, loves pink and unicorns and offers poison cookies to those who tweak her last nerve.
Hero: The Toy - Once a mediocre scientist has an accident with a shrinking field, there's little left to do but don a goofy costume and fight crime! Has a small army of toys and robots to do most of his heavy lifting.
Inspiration: The Atom, Doll Man, Henry Pym
Nemesis: The Ogre - A 23rd Century prison escapee gang leader who secretly hitched a ride, with his crew, with the Toy returning home from a time-travel adventure. Once in our time, the Ogre figured one place is as good as another and started a gang here, mixed with aliens and locals. He longs to "squash that bug" due to the Toy's repeated tauntings during their encounters, not to mention the water balloons.

Hero: Vortex - A meteorologist with a small amount of telekinesis that he uses to control weather-based effects.
Inspiration: Elementar from the first City of Heroes novel.
Nemesis: Thunderhead - In attempting to recreate the accident than gave his colleague, Vortex, weather control powers, Dr. Emil Schumacher definitely missed a decimal point or three. Instead of weather control powers, his experiments changed him into the embodiment of lightning, charring and distorting his body and, oh by the way, driving him absolutely insane.
Inspiration: Zzzax
Hero: Contagion - The 13-year old son of the deceased super-villain known as Malignant. He inherited his father's poison powers, but none of his control. He must stay locked in a specially designed containment suit to keep from killing everything around him. Cut off from humanity, he fights crime to make up for his father's misdeeds.
Inspiration: None. There's not many poison heroes, so I'm always forced to come up with something "original" for those powers.
Nemesis: Affliction - Contagion's 18-year old evil half-sister (or so she claims) following in their super-villain father's footsteps.
Inspiration: The "bad girl" era of the '90s.

The option you're missing is High Quality Lighting. You should turn it to High just for the purpose of screenshots, then turn it back down after. Also, you can turn on "increase quality in costume creator" and take pics in there or at the login screen.

Due to his frightful appearance and new abilities, Crook Eternal soon became the new head of his Mafia through intimidation. He saves people to make a profit and to make potential allies.
Nemesis: Big Ed. Big Ed is the leader of a rival Mafia organization. He will stop at nothing until Crook Eternal is dead, because Crook Eternal is considered a large threat to Big Ed's plans of extending his influence in the criminal underworld.

try newegg? I've seen some decent cards there for ~50 to 80 dollars which would be a massive improvement from what you have, if the pictures are any indication.

Hilariously, this is how my CO used to look in late 2011, when it was played on Toshiba laptop with integrated graphic card:
It was playable with only medium quality reflections, with no postprocessing, no dynamic shadows, medium quality FX, but with high quality lightning.
CO actually demands only graphic cards capable of shader 2.0 and higher. The rest is more about your CPU and RAM, than about graphic card. With 4GB RAM at least, integrated graphic card in most modern laptops can pull CO with a reasonable look (provided your graphic drivers are up to date).
Of course, my Toshiba was far from factory configuration. No Toshiba factory software, added more RAM, Win 7 instead of Vista, BIOS and GPU drivers from manufacturers, not from Toshiba. But machine itself wasn't that great.

Well, Crimson Fury finally put her arch nemesis, the villainous high voltage werewolf Professor Artimus Black in pokey, only to turn around and find Soldat Schrek (an arch foe of her great great uncle i think - big family - WW1 anyway) back from the dead and out for her blood.

Depends of which hero, it's called either ImHereToGiveYouTokens or FarmMe or something like that. Choice of minions is absolutely random, and the only criteria for powersets are - which one makes for the weakest nemesis.

Don't have the costume file to hand but here are the color values I used:
White for metals, along with Charcoal (bottom grey), and faded green for accent.
Uniform: Mid Grey (2up from Charcoal), Faded Green/Olive 3 up from bottom, Lime Piping (6 from top)
here we have Fright Knight, Hudson city vigilante who was named after the Headlines of his first battle against the criminal elements, a daring attack on several powerful organized crime bosses, all in attendance of a Halloween party.
and here we have one of the survivors of That fateful halloween massacre, a former agent of The vicious Crime Lord known as "Card Shark", The gang leader known as "Jack of Knaves" has currently fled to make his own name in Millenium city.
As you can see from the screenshot, he's currently using mercenaries as his hired muscle, But as an enterprising criminal organizer he is capable of hiring various types of henchmen, usually Thugs, Mafioso and Ninjas.
This is M4-SAURUS. He is a robotic dinosaur who was created during an alternate World War II to fight the Third Reich.
Here is SS-Obergruppenfuhrer Vril. He is a physical manifestation of Vril energy that the Third Reich was able to create via their occult division. He is M4-SAURUS's Nemesis.

Though his costume has changed, his Nemesis has not; his Nemesis is Ra-Hoor. This is one of my favorites of my Nemesis designs, if not my favorite. Giving serious thought to turning him into a playable character.
I have a few questions: how does everyone here take and save such clear screenshots of their nemeses and toons in the editor? Do you just screenshot via Steam or something and then clean it up in a image editor?
Anyway, I've really only put together one nemesis for many of my heroes: The Quark Zombie.
Born in a freak explosion of a high energy physics experiment and only known to a small number of supers, themselves refugees from destroyed universes, the Quark Zombie is a Lovecraftian, radioactive, pandimensional monster. Set on "correcting" the physics of entire universes with a device called the "M Catalyst," the Zombie's experiments have lost the M Catalyst and have destroyed roughly 24 universes so far.
Now its roaming around in the Champions multiverse looking for the lost tool. Here's hoping it never finds it!
