The difficulty decreases when your gear gets better. You shouldn't have any issues once your item level gets to about 2300-3000. I feel your pain, before I retired my cleric I had to respec him to DPS just to do my dailies, it was much easier but poopy for dungeons. The new mod requires much more teamwork then before.

you DO have the DPS and deflect of mod5.. the difference is everyone else has more HP so it's not as lethal. However, a good HR can root someone continuously over and over until dead with very little resistance.

IWD isn't that bad once you unlock dwarven valley. That area seems to be much easier/quicker to do solo. Plus, once you get to that point, you can kind of hold off on the ice pass quests because you really only need to grind for the rep and dwarven coins.
OP: If you're getting the red queue quest for the actual dungeons, you have completed all of the missions in the area. I think logically we can conclude that after the cooldown is finished, the next person that hits will gain the enchantments buff, it wouldn't be as if there is a queue stacking for when a buff finishes, (at least I doubt that)
Im pretty sure the answer is B. Seems as if I remember from somewhere on the PC forum that it isn't beneficial for multiple people in a group to be using this enchantment because of this.
