Have to run Tide of Ice event five times for the new costumes, weapons, and devices. Ten times for the new cores that are the 4th piece added to the Breen set. Tide of Ice is run twice per hour. Once about 15 min till the hour, and again at the top of the hour.
Has anyone else noticed Resilient Power Cells not functioning with Adapted MACO Pulsewave and the two Counter Command rifles? Being as I use those two sets quite frequently, I sure have. As far as I can tell they're the only three ground energy weapons that don't interact properly. Still no mention in the Known Issues.
Still no word on a fix or even a known issues mention for Adapted MACO Pulsewave or the two Counter-Command rifles not interacting with Resilient Power Cells. Would like to see it at least in the known issues section.

Same here. Was definitely not under the map. Fortunately have only had it happen a few times and changing instance seemed to help. I have seen many other ships stuck as I go cruising past at the same altitude. Have seen it most frequently in the "Vyntadi Triangle" as I've come to call it. From Kobali to Argala, and back…

3) There is a delay built into the effect that is intended to offset activation times. Without this delay, the Cooldown reduction attempts to apply before the secondary fire is in cooldown, resulting in no change. Ty for the reply! I meant that I have tested it with A.) Adapted MACO pulsewave, B.) Elite Fleet Phaser Auto-Rifle, and some others. I guessed they weren't additive, but I saw no reduction whatsoever in the secondary fire cooldowns. Edit: I see your need for clarification after re-reading the OP :)
Having the same problem still with Resilient Power Cells. Submitted a bug report but I ahaven't seen anyone else talking about it. Tested it with multiple weapons, Fleet, Rep, Story drop, and standard.
