The Devidian FE Arc unlocks from Adm Quinn once you hit lvl 65. Along with the Breen FE and The 2800 FE Arcs. Quinn with give you a mission for each arc to head to their respective starting points. Once there, that mission will auto-complete and the regular quest-giver will get you the first mission of the respected Arcs.

I did a Into the Hive (Ground) on normal through the Event UI. Got credit for the T6 coupon. I did open the Material reward pack before exiting out of the map, but did not receive the progress award for the Event.
Unless you try and alter the outfit in that slot. But then again, the way my Orion Sci Character is doesn't look too bad. So I can't really complain...

I'd agree with that, if it was either a usable on any ship or you had a proper ship active. It would be nice to see a "Claim Admiralty Card" in the C-Store as well.
Engineering Disco Character (Lvl 65), same problem. Logged long enough to reset to the beginning of the prison ground map. No Warden again on the second time through this segment. EDIT: It seemed like third time was a charm. I also did not summon any drones or used any other Captain abilities.
